Contract Duration: 3 Months

JOB PURPOSE:

To lead on the development of a Business Analysis framework and Business Analysis delivery for the Council's Transformation programme, with a specific focus on enabling the end-to-end design, build, test and implementation of digital solutions and corresponding process re-design. This will include, but will not be limited to eliciting solution requirements, process mapping, process re-design, data mapping, stakeholder engagement, support for testing, business impact assessment and business readiness / change support.

DESCRIPTION OF DUTIES:

Your duties will include:

  1. Business Analysis Leadership & Continuous Improvement
    • Lead the development and adoption of Business Analysis frameworks, methodologies, templates and standards.
    • Work closely with ICT, Transformation Team, stakeholders and external suppliers to ensure consistent, high-quality BA practice.
    • Embed a culture of continuous improvement, innovation and constructive challenge to existing processes.
  2. End-to-End Business Analysis Delivery
    • Lead the elicitation, documentation and validation of business and system requirements, ensuring full traceability across the delivery lifecycle.
    • Facilitate process mapping ('as is' and 'to be') to identify opportunities for optimisation, automation and efficiency.
    • Work with Service Owners and Process Owners across the organisation to analyse the effectiveness of current processes, and to identify and implement new and more effective approaches to delivering services, including constructively challenging the status quo in the interest of end users of services.
    • Produce high-quality documentation including process models, data flows, use cases and impact assessments.
    • Work with technical teams to evaluate solution options and ensure alignment with architecture principles.
    • Ensure services are designed with a strong end-user focus within organisational and system constraints.
  3. Stakeholder Engagement, Delivery & Business Readiness
    • Act as the key interface between business users, project teams, developers and suppliers to enable effective design, build and implementation.
    • Support the design, testing and deployment of solutions in collaboration with DDaT, suppliers and service stakeholders.
    • Provide expert advice, guidance and hands-on support on business change and service redesign, taking a holistic approach, including, but not limited to, people, process and technology considerations.
    • Create and contribute to business cases and options appraisals as required.
    • Support business readiness and implementation of change to ensure successful adoption.
    • Ensure compliance with GDPR and relevant controls, including DPIAs and EqIAs.

Qualifications/Training/Certificates

  • Educated to degree or equivalent hands on experience.
  • Relevant occupational qualification (e.g. BCS) or equivalent experience.

Skills, knowledge and experience

  • Use of modelling and analysis tools, methods and standards (e.g. UML, BPMN).
  • Experience working with stakeholders 1:1, in workshops, through observation, surveys and interviews.
  • Data analysis including analysis of documentation to understand the 'as is' and inform future options.
  • Experience of applying a variety of analytical techniques to information to enable solutions to be considered.
  • Experience of process analysis, assessment and change including financial,
  • cultural, technological, organisational and environmental factors.
  • Requirements elicitation experience, including via cataloguing, user stories and other techniques.
  • Experience in defining, documenting and working on projects across all
  • phases with a small team.
  • Experience in identifying and assessing risks.
  • Experience of contributing to effort estimations and the development of realistic plans and contributing towards lessons learned.
  • Experience of testing including the management of test scenarios and reporting of testing outcomes.
  • Experience in stakeholder management, communication and agreement to changes and supporting change management planning.

Skills

  • Strong problem solving and analysis capabilities.
  • Excellent stakeholder management and facilitation skills.
  • Proficient in the creation of BA outputs including, but not limited to, business cases, options appraisals, user stories, process maps, requirement specifications.
  • Able to use standard BA tools such as Visio, Excel, JIRA, Dev Ops and / or able to pick up new technologies at speed.
  • Able to use office software packages to a higher level. MS Word, Project, Excel, Teams.
  • Organised, with the ability to work to agreed goals, in a self-directed and professional manner.
  • Excellent written and verbal communication skills, able to negotiate successful outcomes with senior personnel.
  • Able to offer critical questioning and innovative thinking that go beyond the status quo.
  • Ability to coach and mentor others.
  • Excellent communication and interpersonal skills.
  • Excellent IT skills, with the ability to quickly learn how to use new solutions quickly.
