Overview:
The Estates Technical Services Manager provides specialist technical leadership and assurance across critical Hard FM infrastructure within Defence estates. The role ensures safety, legal, and compliance requirements are met, drives improvements in alarms management, and supports key investment and operational programmes (NBSC, FASP459, HSE Interventions, Bld 2,4,6&7).
Key Responsibilities:
- Lead technical assurance in engineering risk management, safety-critical systems, and hazard-based approaches.
- Manage contracts and supplier relationships in a complex shared service environment.
- Ensure compliance with H&S, statutory regulations, and building standards.
- Deliver asset management for fixed and non-fixed assets.
- Conduct fault-finding, root cause analysis, and implement engineering controls.
- Act as trusted advisor to Estates leadership.
Essential Requirements:
- NVQ Level 3 in Heating & Ventilation or equivalent.
- Strong knowledge of building services engineering (mechanical, HVAC, BMS).
- Experience with H&S standards, FM compliance, engineering risk, and safety-critical systems.
- Proven ability to manage contracts, stakeholders, and suppliers.
- Competence in Microsoft Office.
- Excellent communication, negotiation, and people management skills.
- Track record of improving client relationships and providing trusted technical advice.
