Head of Systems Quality
HM Land Registry (HMLR) is undertaking one of the largest digital transformation programmes in government, modernising the systems and services that underpin property ownership in England and Wales. As Head of Systems Quality, you'll play a vital leadership role in shaping how quality is defined, measured and Embedded across HMLR's complex digital estate. 2-year FTC, £73,347 - £78,213 (dependant on location) plus 29% pension contribution and full Civil Service benefits. Flexible, hybrid working from a choice of 14 HMLR Locations.
HM Land Registry's existing software systems and services form part of the critical national infrastructure, safeguarding land and property ownership valued at £7 trillion. This enables over £1 trillion worth of personal and commercial lending to be secured against property across England and Wales.
It is now an exciting opportunity to join HM Land Registry as the Head of Systems Quality on a fixed term appointment for 2 years and possible extension to a permanent placement.
Job summary
The Head of Systems Quality and provides strategic leadership for quality engineering across HM Land Registry's digital services, establishing technical standards and frameworks that ensure reliable, secure and maintainable systems. Through oversight of quality practices across development teams and domains, this role drives consistency in how HM Land Registry builds and tests its systems while enabling teams to meet their unique service delivery needs.
The role carries senior responsibility for quality across HM Land Registry's diverse technology estate, from traditional register systems to modern digital services. By establishing organisation-wide quality governance and growing technical testing capability, you will ensure HM Land Registry's systems maintain public trust while enabling rapid delivery of secure, high-quality digital services.
Key Responsibilities
- Define and implement quality standards and testing frameworks across HMLR's systems and services.
- Lead HMLR's strategic approach to quality engineering, working across the organisation to drive technical excellence and modern approaches to delivery of high quality solutions
- Establish organisation-wide quality governance that balances system assurance with delivery pace.
- Oversee development of technical testing infrastructure and tools
- Define career paths and develop quality engineering capability
- Partner with senior leaders across Architecture, Infrastructure, Product and Engineering to align on a unified quality strategy.
- Own strategic quality direction and governance at senior leadership level
- Promote a culture where "quality" is seen as shared accountability across delivery teams.
Essential experience
- Extensive experience in quality engineering, including significant time leading organisation-wide testing practices
- Deep understanding of modern testing approaches and frameworks, with a background in quality engineering and test automation at enterprise scale
- Demonstratable success in building and leading communities of practice while developing quality engineering capability through coaching and development
- Experience designing and implementing quality governance frameworks that balance delivery speed with assurance and risk management, supported by clear performance metrics.
- Proven ability to influence and align diverse stakeholder groups around quality approaches, particularly Product and Quality Assurance teams in a user-centred environment
- Practical experience developing or implementing technical testing tools and processes at scale, ideally with a background in test design and coverage approaches
Location
- Expectation is to be working from the advertised office 60% of your time across the month (typically 3 days/week), hours are flexible and condensed hours are an option.
