Contract Product Manager Inside IR35 - Central Government

Location: Fully remote - You must be UK based Duration: 5 months (with potential extension)Day Rate: £425–£450 per day (Inside IR35)Start Date: ASAP

We are seeking an experienced Contract Product Manager to join a high-profile Central Government department delivering key digital transformation initiatives. The successful candidate will lead product strategy and delivery across complex public sector digital services, working in a fast-paced, agile environment.

This role requires a proven track record in UK Central Government, with a deep understanding of public sector delivery frameworks, user-centred design, and cross-functional collaboration within multidisciplinary teams.

• Define and own the product vision, roadmap, and backlog, ensuring alignment with strategic departmental objectives.

• Lead discovery, alpha, beta, and live phases in line with GDS (Government Digital Service) standards.

• Translate user needs and policy requirements into clear product deliverables and outcomes.

• Collaborate with Service Designers, Delivery Managers, Business Analysts, and Technical Leads to ensure successful end-to-end delivery.

• Manage stakeholder relationships across multiple teams and agencies, balancing user needs with policy and technical constraints.

• Use data and research to inform product decisions, prioritisation, and continuous improvement.

• Prepare and present products for GDS service assessments, ensuring compliance with GDS Service Standards and Technology Code of Practice.

• Proven Central Government experience delivering digital services within departments such as DWP, HMRC, Home Office, Cabinet Office, DEFRA, or equivalent.

• Strong understanding of GDS principles, agile delivery frameworks, and product lifecycle management in the public sector.

• Demonstrated ability to manage complex stakeholder landscapes and communicate effectively with senior civil servants and delivery partners.

• Experience in roadmapping, backlog management, and prioritisation in multi-supplier environments.

• Ability to make evidence-based decisions using data, research insights, and user feedback.

• Excellent leadership, facilitation, and communication skills.

• Active SC Clearance or eligibility to obtain.

• Experience with policy-driven product development or multi-agency service delivery.

• Familiarity with tools such as Jira, Confluence, and Miro.
