Business Analyst (Contract) Public Sector Modernisation Programme
Location: Hybrid - Cambridge
Duration: Initial 3 months (strong likelihood of extension)

Day rate: Competitive, inside IR35
About the Role
Were seeking an experienced Business Analyst contractor to join a cross-organisational team preparing a joint government tender for the modernisation of a language testing and assessment programme . Youll work closely with a Solution Architect to define and document the business processes, requirements, and target state needed to support the development of a compelling, evidence-based proposal.
Key Responsibilities
- Engage with stakeholders across both organisations to elicit, validate and document requirements .
- Conduct and maintain As-Is and To-Be process mapping and gap analyses.
- Collaborate with the Solution Architect to ensure alignment between business needs, solution design, and tender documentation.
- Support development of the business case, functional specifications, and key bid deliverables.
- Facilitate workshops, interviews, and working groups to drive clarity and consensus.
- Ensure documentation meets government tender standards and audit requirements.
About You
- Proven experience as a Business Analyst in complex, multi-stakeholder environments ideally including public sector or education/assessment programmes.
- Strong communication and stakeholder management skillsyoure confident engaging at all levels.
- Demonstrable experience of As-Is/To-Be analysis , requirements management , and business process documentation .
- Comfortable working in an agile, fast-paced, and collaborative bid-preparation environment.
- Track record of successful contract extensions due to quality of delivery and stakeholder rapport.
- Ability to hit the ground running, structure ambiguity, and bring clarity to complex problems.
