Primary Care Network Administrator & Digital Transformational Support

Job summary

We are looking for a dynamic, organised, and tech-savvy administrator(s) to join our team in a dual role that combines:

  • PCN Administration providing high-quality administrative and secretarial support to the PCN Clinical Director, Operations Manager, and PCN Board.
  • Data & Digital Support supporting the delivery of digital transformation, optimising use of healthcare technology, and providing data insights to drive service improvement across the 7 PCN GP practices.

You will be involved in everything from coordinating board meetings, preparing PCN finances, and managing staff inductions, to producing data reports, researching AI tools, and supporting digital health initiatives across our practices.

Main duties of the job

Key Responsibilities

Administrative Duties

  • Coordinate meetings, prepare agendas, take minutes, and follow up on actions.
  • Manage diaries, emails, and correspondence for PCN leadership.
  • Support recruitment, induction, and training of PCN staff.
  • Maintain filing systems, staff records, and user accounts on clinical systems (EMIS, NHS Mail, ICE).
  • Assist with financial processes including ARRS claims, invoices, and quarterly finance reports.

Data & Digital Transformation

  • Gather, analyse, and present data to inform decision-making and population health management.
  • Support capacity and access work within practices.
  • Promote and optimise the use of digital platforms, including the NHS App and AI tools.
  • Research new digital solutions and present findings to practices.
  • Prepare quarterly service and performance reports for the PCN Board.
  • Facilitate sharing of innovation and best practice across the network.

Job Title: PCN Administrator & Data & Digital Support Officer Primary Care Network (PCN)

Primary base at Wigton Hospital, with regular travel across the 7 GP Practices within the PCN (Aspatria Medical Group, Caldbeck Surgery, Castlehead Medical Centre, Dalston Medical Group, Silloth Medical Group, The Croft Kirkbride, and Wigton Medical Group), including Wigton and Keswick Community Hospitals. Training and meetings may be held at other locations.

1. Job Summary

Keswick & Solway PCN serves approximately 41,800 patients across 7 GP practices. This combined role provides critical administrative, financial, data, digital, and transformational support to the PCN leadership team, including the Clinical Director and Operations Manager. The post holder will ensure the smooth delivery of PCN services, support digital transformation, and help meet contractual requirements and strategic goals.

The role involves:

  • Administrative and secretarial support including coordination of meetings, diary management, and communication.
  • Financial administration including invoice processing, funding claims, and financial reporting.
  • Data collection, analysis, and reporting to support service planning, population health management, and workforce planning.
  • Supporting digital transformation initiatives by optimising technology use, researching innovations, and facilitating digital adoption across the PCN.
  • Collaboration and communication with partner organisations, healthcare professionals, and third sector services.

The position requires flexibility, independence, excellent organisational skills, and the ability to adapt as the PCN evolves.

2. Key Responsibilities

Administrative Support

  • Coordinate PCN meetings: prepare agendas, reports, minutes, and follow-up on action points.
  • Manage diaries and rotas for PCN staff, including ARRS staff.
  • Organise training sessions, speakers, and events.
  • Maintain filing systems, staff records, and user accounts (e.g., EMIS Web, ICE, NHS Mail).
  • Support staff induction, training, and clinical coding use.
  • Assist with COVID vaccination programme logistics.

Financial Administration

  • Prepare, process, and record invoices and payments.
  • Liaise with practices and suppliers to resolve invoice queries.
  • Maintain financial spreadsheets and ensure timely payments.
  • Prepare and submit ARRS claims and other NHS England/CCG/ICB funding claims.
  • Produce quarterly finance reports and maintain audit compliance.
  • Support budget tracking and maintain confidentiality and GDPR compliance.

Data Collection, Reporting & Analysis

  • Collate and analyse data for IIF, QOF, PCN DES, and local incentive schemes.
  • Prepare performance, finance, and activity reports for PCN Board and management.
  • Research local demographics and health inequalities to inform service planning.
  • Support population health management and workforce planning through robust data analysis.
  • Present data insights to clinical and operational teams to inform decision making.

Digital & Transformation Support

  • Support delivery of digital transformation initiatives aligned with NHS Long Term Plan and PCN goals.
  • Assist practices in optimising use of digital systems, AI technologies, and digital health platforms.
  • Research and present new digital tools and innovations to practices.
  • Facilitate sharing of best practices and support change management.
  • Support the promotion of the NHS App and digital inclusion for patients.

Communication & Liaison

  • Maintain up-to-date knowledge of primary care, PCN contractual requirements, and NHS digital strategies.
  • Build and manage contact lists for local services and partners.
  • Represent the PCN at meetings, forums, and events.
  • Promote effective communication and collaboration across PCN practices and external stakeholders.

Compliance & Governance

  • Ensure confidentiality and data security in line with GDPR and NHS standards.
  • Support equality, diversity, and inclusion across all work.
  • Adhere to Health & Safety policies, reporting risks as required.

Qualifications

Essential
  • Minimum GCSE grade 4-9 (A-C) including Maths & English or equivalent
  • At least 12 months experience in an administration role
  • IT skills Intermediate/Advanced (MS Word, Excel, Outlook)
  • Literacy and numeracy skills
  • Current valid UK driving licence
Desirable
  • coding (financial and clinical)

  • Clinical software skills (EMIS, Open Exeter, PCSE, ACCURX)
