As our consultancy portfolio grows, we are seeking an experienced Senior Business Analyst to join our Optimisation and Transformation practice. You will work as a trusted client partner in complex, high-risk environments, using structured analysis and evidence to define problems, understand user and organisational needs, reduce delivery risk and shape practical solutions aligned to strategic outcomes.

The Role:

Joining our growing consultancy team, you will lead business analysis across secure digital, business optimisation and transformation engagements. You will establish a clear evidence base, define scope and outcomes, analyse current and future operating environments, and translate complex business and user needs into prioritised, traceable and testable requirements. Working across client, delivery, architecture, security and user-centred design teams, you will maintain alignment from discovery through implementation, acceptance and benefits realisation.

You will be comfortable operating independently or leading analysis within a multidisciplinary team. The successful candidate will combine analytical rigour, consulting judgement and excellent communication, adapting methods to Agile, Waterfall or hybrid delivery. You will build trusted relationships with stakeholders of varied seniority and technical expertise, challenge assumptions constructively and keep decisions anchored to user value, operational need, security, feasibility and measurable outcomes.

Within this role you will be expected to:

  • Plan, scope and lead business analysis activity across complex projects, programmes and service transformations.
  • Identify, map and engage stakeholders, users and subject-matter experts through workshops, interviews, observation and collaborative discovery.
  • Define problem statements, objectives, outcomes, scope, assumptions, constraints and measures of success.
  • Elicit, analyse, prioritise, document and validate business, user, functional and non-functional requirements.
  • Maintain requirements traceability and change control from business objectives through design, delivery, testing and acceptance.
  • Model as-is and to-be processes, user journeys, use cases, operating models and information flows using appropriate standards such as BPMN or UML.
  • Undertake gap, impact, root-cause, feasibility and options analysis, presenting evidence-based recommendations, risks, dependencies, costs and benefits.
  • Translate needs into high-quality artefacts such as business requirements, epics, features, user stories, acceptance criteria, requirement catalogues and decision papers.
  • Work closely with architects, security specialists, designers, developers, testers and delivery leads to ensure solutions remain viable, secure and aligned to approved requirements.
  • Support backlog refinement and prioritisation while preserving clear accountability between business analysis, product and delivery roles.
  • Define and support validation, UAT and quality assurance, ensuring test evidence demonstrates that requirements and user needs have been met.
  • Assess business readiness, implementation impacts and benefits realisation, supporting sustainable adoption and continuous improvement.
  • Communicate complex findings clearly to technical and non-technical audiences, enabling transparent and informed decisions.
  • Coach and assure other analysts where required, promoting proportionate methods, reusable good practice and consistently high-quality outputs.

Essential Skills:

  • Substantial experience delivering as a Senior Business Analyst in complex digital, technology-enabled or organisational transformation.
  • Strong command of the end-to-end business analysis lifecycle, from discovery and problem definition through implementation, acceptance and benefits review.
  • Excellent stakeholder engagement, facilitation and influencing skills, including with senior leaders, operational users and technical specialists.
  • Proven requirements engineering skills, including elicitation, analysis, prioritisation, traceability, validation and change control.
  • Practical experience of process modelling, gap analysis, options analysis, impact assessment and evidence-based recommendation development.
  • Ability to create concise, accurate and audience-appropriate artefacts, including user stories, acceptance criteria, process models, requirement catalogues and decision papers.
  • Experience working effectively in Agile, Waterfall and hybrid environments, using proportionate methods rather than applying a single framework by default.
  • Strong analytical thinking, attention to detail and professional judgement, with confidence to challenge ambiguity and resolve conflicting needs.
  • Ability to work collaboratively within multidisciplinary and multi-supplier teams while retaining ownership of analysis quality and outcomes.
  • A consulting mindset focused on client value, knowledge transfer, continuous improvement and trusted relationships.

Knowledge and Tools

  • Business analysis techniques covering stakeholder analysis, requirements engineering, process and data modelling, business cases, options appraisal and benefits management.
  • User-centred and service design principles, including user needs, journeys, accessibility, validation and iterative learning.
  • Secure by Design and risk-based thinking, particularly in Government, Defence or regulated environments.
  • Agile delivery practices including Scrum, Kanban and Lean, alongside Waterfall and hybrid governance.
  • Analysis and collaboration tooling such as Azure DevOps, Jira, Confluence, Visio, Microsoft 365 and comparable platforms.

Qualifications and Professional Development

  • A recognised business analysis qualification, such as the BCS International Diploma in Business Analysis, BCS practitioner certificates, AgileBA or an equivalent professional credential or demonstrable experience.
  • Membership of a relevant professional body, such as BCS or IIBA, is desirable.
  • Relevant degree-level education or equivalent professional experience is welcomed but not essential.

A minimum of HMG Security Clearance SC is required, or if not, the incumbent must be willing to go for SC. DV is desirable.
