Information Technology Project Manager

Full Time - Two Year Fixed Term Position

Salary - £66,690

The organisation is seeking an experienced IT Project Manager with proven system migration and implementation expertise to lead the replacement of its existing planning and building control system, as well as a separate Geographic Information System (GIS). The postholder will guide the project from requirements development through procurement, implementation, data migration, integration, testing, and transition into business-as‐usual (BAU).

This role requires strong leadership across technical and non‐technical workstreams, ensuring the successful delivery of two new cloud‐hosted systems that meet organisational, regulatory, and user needs. The intended outcome is the smooth adoption of the new platforms across planning, development control, land charges, and GIS‐enabled services.

Key Responsibilities

Project Leadership & Delivery

  • Drive end‐to‐end delivery of two major ICT projects, working closely with service and technology stakeholders.
  • Ensure delivery against agreed scope, quality, budget, and timelines in a structured and controlled manner.
  • Develop and maintain detailed project plans, schedules, and resource models covering procurement through to BAU transition.

Procurement & Supplier Management

  • Coordinate procurement activities including requirements definition, market engagement, evaluation, and supplier onboarding.
  • Manage relationships with third‐party suppliers and ensure contractual obligations are met.

Governance, Documentation & Reporting

  • Produce and maintain core project documentation including PID, RAID logs, plans, and closure reports.
  • Provide regular project reporting to governance boards, steering groups, and senior stakeholders.
  • Conduct and coordinate quality assurance across project deliverables.

Stakeholder & Change Management

  • Engage internal stakeholders including service leads, technical teams, data owners, and senior management.
  • Facilitate workshops, requirements sessions, and design discussions alongside Business Analysts.
  • Lead change management activities to ensure user readiness, training, communication, and adoption.

Technical Delivery Oversight

  • Oversee solution implementation ensuring alignment with architectural standards, security requirements, and organisational policies.
  • Map, coordinate, and manage resources across design, build, integration, testing, migration, and transition.
  • Ensure effective and secure data migration and system integration.
  • Drive robust testing processes including system testing, UAT, performance, and security testing; ensure strong defect management.

Service Transition

  • Ensure smooth handover into operational support, including documentation, knowledge transfer, and training for BAU teams.

Essential Skills & Experience

  • Proven experience delivering complex ICT projects in multi‐stakeholder or complex environments.
  • Strong understanding of project management methodologies (e.g., PRINCE2, Agile, MSP).
  • Demonstrated experience working with and managing third‐party technology suppliers.
  • In‐depth experience of systems implementation, data migration, and integration.
  • Excellent communication, organisational, and stakeholder management capabilities.
  • Strong analytical and problem‐solving skills.
  • Ability to manage multiple workstreams and prioritise effectively.

Desirable Skills

  • Experience or knowledge of planning systems, GIS, land and property systems.
  • Background in the public sector or local government.
  • Understanding of cloud‐based SaaS platforms and modern integration approaches.
  • Familiarity with enterprise architecture, information governance, and cyber security.
  • Professional certifications such as PRINCE2 Practitioner, AgilePM, APM PMQ, or equivalent.
