We are seeking an experienced Digital Project Manager to lead the replacement of an existing Keystone asset management system for a London local authority housing service. This is a high‐profile digital transformation programme that will modernise the way housing asset data is managed and used to support improved services for residents.

You will have full end‐to‐end responsibility for delivering the new solution—from procurement and supplier management through to data migration, system implementation, user adoption, and post‐go‐live support. Working closely with housing services, ICT, finance, and external suppliers, you will ensure the solution aligns with organisational strategy, regulatory requirements, and operational needs.

This role is well suited to someone with strong experience delivering housing IT systems within local government, particularly asset management platforms.

Key Responsibilities

  • Lead the full lifecycle delivery of the Keystone replacement project, from initiation to closure
  • Develop and manage detailed project plans, budgets, milestones, risks, and dependencies
  • Oversee procurement activity in line with public sector regulations
  • Manage suppliers and commercial relationships to ensure value for money and performance
  • Lead data extraction, cleansing, migration, and system integration activities
  • Ensure compliance with GDPR, data protection, and information security standards
  • Engage stakeholders across housing, asset management, ICT, finance, and external partners
  • Lead change management activity, including training and user adoption
  • Report progress to senior leadership, project boards, and governance forums
  • Support benefits realisation and continuous improvement post‐implementation.

Essential Skills & Experience

  • Extensive project management experience delivering housing IT or digital systems within local government
  • Proven experience working with asset management software (e.g. Keystone or similar platforms)
  • Strong track record of managing complex, multi‐stakeholder programmes
  • Experience managing large budgets and supplier contracts
  • Solid understanding of agile and traditional project delivery methodologies
  • Knowledge of cloud technologies, digital architecture, and data migration
  • Ability to manage risk, analyse issues, and make well‐reasoned decisions
