Transformation Lead - Commercial

Lead the Commercialisation Workstream within the council’s wider transformation and savings programme, ensuring clear delivery of financially beneficial initiatives.

Assess council-owned assets and operational services to identify opportunities for improved utilisation, income generation, or reduced operating costs.

Review fees, tariffs, and charging structures, benchmarking internally and externally to recommend changes that increase revenue or streamline administration.

Analyse existing commercial contracts and agreements to identify renegotiation, performance improvement, or cost avoidance opportunities.

Build financially robust business cases and models that clearly outline benefits, risks, assumptions, and implementation requirements.

Develop clear recommendations and delivery plans that translate insight into practical action for services and leadership teams.

Work collaboratively with directors, service leads, procurement, finance and legal teams to shape, challenge, and implement commercial initiatives.

Track delivery of commercial benefits, monitoring actual vs forecast savings/revenue, and reporting progress to senior stakeholders.

Produce succinct reports, board papers, and presentations that communicate findings in plain, non-technical language to decision-makers.

Act as a proactive driver of transformation—challenging historic practices, encouraging new thinking, and supporting cultural change towards financial efficiency and commercial mindset.
