Insight Planer - Government

Role Purpose
The Insight Planner plays a critical role in ensuring that research, analysis and data are used
to inform decision making across the directorate, to increase knowledge of our users'
behaviour, motivations and context for all colleagues but especially Senior Leadership Team
(SLT), and to communicate all of this in clear, engaging, narrative driven ways. The post
holder will synthesise evidence from multiple sources: including quantitative data, qualitative
research, evaluation, behavioural data and external insight into clear, compelling narratives
that inform strategic decisions. They will work closely with the Lead User Researcher in the
team to focus their effort on priority pieces. A key part of this role is also to upskill, coach and
enable other colleagues in the Insight & Analytics team in story telling, producing clear,
compelling narratives from synthesising multiple sources and working with Stakeholders

This role will leave a Legacy and future proof the I&A team so that they can continue as an
insight centre of excellence for the directorate.
The role is inward and outward-facing. The Insight Planner will work with the Lead UR to
understand the directorate's priorities, pressures and decision timelines, shaping an insight
agenda that is timely, relevant and impactful. They will ensure insight is well-directed,
joined-up and used.

Key Responsibilities
Insight generation and synthesis
Synthesise diverse data, research and analytical outputs into coherent narratives that
clearly articulate what the evidence is saying, why it matters - for users and for
GOV.UK, and the implications for decision-making.
Ensure that all insight is contextualised through understanding the needs across the
directorate
Provide interpretation and strategic framing of evidence: identifying patterns, gaps,
risks and emerging themes across multiple sources.
Translate complex and technical material into accessible insight outputs tailored to
different audiences, focussing initially on senior leaders.
Build narratives around our users, their behaviours, motivations which work in the
context of SLT's priorities and conversations
Lead experiments which are innovative and measureable - these will focus on
methods of communication eg. videos, infographics, immersions as well as the kind of
content communicated, the forums used etc.
Working across professions and teams
Work closely with Product Managers, Performance Analysts, User Researchers and
data engineers in the Insight & Analaytics team to incorporate relevant sources into
outputs
Promote a culture of evidence-based decision-making. To include working with
colleagues across the directorate to understand their priorities and insight needs and
knowledge gaps.
Work in the open, being fully collaborative and transparent in the work
Quality and standards
Promote excellent quality outputs through role modelling and setting high standards for
others - produce templates and publish examples of what excellent insight outputs look
like

Who you are:
Essential skills and experience
Experience synthesising multiple forms of evidence into clear, actionable insight.
Excellent written and verbal communication skills.
Strong stakeholder engagement and influencing skills.
Excellent coaching skills
Experience coordinating work across teams or disciplines.
The ability to develop and elevate insight generation capability across the Insight &
Analytics discipline throughout the directorate (to include UR and PA colleagues who
are Embedded in product teams)
Experience working in product and UCD

Desirable skills and experience
Experience working in or alongside analytical, research or insight functions.
Experience supporting strategic decision-making in large, complex organisations
