Interim IT Procurement Manager

We are working with a Public Sector organisation who is seeking an experienced Interim IT Strategic Sourcing Manager to lead procurement activity across its telecoms category. This role sits within a high-performing commercial function supporting digital transformation, modernisation programmes, and the management of nationwide critical communications assets.

Description

Key responsibilities include:

  • Lead end-to-end sourcing activity across operational telecoms, including requirements gathering, market engagement, tendering, evaluation and contract award.
  • Develop category strategies that support long-term infrastructure, technology and resilience programmes.
  • Work closely with engineering, IT and programme leadership to align procurement with operational and technical needs.
  • Manage complex, high-value procurements within established governance and regulated procurement frameworks.
  • Conduct supplier and market analysis to identify innovation, value-for-money opportunities, and emerging technologies.
  • Support commercial negotiation, ensuring robust contractual terms, risk management and sustainable value.
  • Oversee supplier performance, contract compliance and lifecycle planning across existing operational telecoms contracts.
  • Provide category-specific insights on fibre networks, transmission systems, operational radio, control-room comms, and mission-critical data networks.

Profile

A successful Interim IT Strategic Sourcing Manager should have:

    • Strong background in IT, technology or telecoms strategic sourcing within a public sector background.
    • Clear experience in operational or mission-critical communications (e.g., rail, utilities, aviation, defence, emergency services, or other infrastructure sectors).
    • Understanding of fibre networks, transmission, operational radio, signalling communications or similar technologies.
    • Proven ability to run high-value tenders with formal governance and compliance requirements.
    • Strong commercial negotiation skills and experience drafting or shaping technology contract frameworks.
    • Excellent stakeholder management, including working with technical and engineering teams.

Job Offer

  • £550 day rate inside IR35
  • 3 days on-site
