We are supporting a long‐standing government client in securing distinctive, delivery‐embedded Change Managers to operate directly inside agile delivery teams.
This role is not focused on advisory change, communications programmes, or standalone transformation activity. Instead, it centres on owning and delivering measurable behavioural change as part of sprint execution, with clear evidence of adoption baked into delivery artefacts and governance.
Successful candidates will be able to demonstrate personal ownership of change outputs, operate natively within backlogs and sprint cadence, and present binary, decision‐grade evidence of behavioural outcomes, rather than narrative reporting.
Responsibilities:
- Plan and deliver change activity aligned to the programme’s single outcome backlog and delivery rhythm (3‐month cycles, 2-to-3-week sprints)
- Maintain a forward view of upcoming delivery milestones to prepare adoption and readiness activity just‐in‐time
- Assess change impacts across affected engineering audiences and translate them into clear, practical readiness actions
- Own and deliver a coherent communications journey that supports the Engineering Strategy and its rollout, using consistent narrative, branding and cadence
- Produce pragmatic adoption plans for priority deliverables (standards, tools, processes) that enable changes to land and be sustained
- Work closely with Delivery Managers, BAs and SMEs to ensure delivery outputs are adoption‐ready and supported
- Establish feedback loops and lightweight adoption measures, iterating approach based on evidence
- Coordinate on‐demand inputs and track actions to ensure comms and adoption activity completes as planned
- Operate within programme ways of working and contribute to improving how change is delivered as the team embeds
Essential Skills:
- Strong change impact assessment capability across technical and engineering communities
- Proven experience creating delivery‐aligned adoption plans that go beyond documentation
- Ability to design and run structured communications journeys or campaigns aligned to delivery milestones
- Confident stakeholder engagement across engineering roles, with credibility in technical environments
- Skilled facilitator of briefings, show‐and‐tells and feedback sessions that lead to action
- Fluency operating within sprint cadence and multi‐month delivery cycles
- Strong coordination and follow‐through skills to manage dependencies and SME inputs
- Experience defining and tracking lightweight adoption and engagement metrics to inform decisions
- Evidence‐led mindset, able to demonstrate outcomes rather than describe intent
Additional Note
This role will involve pre‐submission screening interviews, focused specifically on artefact ownership, behavioural outcomes and delivery integration. Candidates must be prepared to walk through exact examples of what they produced, how it was used in delivery, and how behaviour change was verified.
Screening Criteria:
Candidates must be able to clearly provide examples of their experience with:
- Personally owned delivery outputs (named artefacts they created and maintained)
- Sprint‐ready stories with explicit behavioural acceptance criteria
- Operation within an existing delivery and governance framework (not bespoke change models)
- Behavioural outcomes expressed as observable, measurable change
- Evidence that enables binary decisions (GO / NO‐GO), not narrative justification
