Oriel ICT Commissioning Manager

Job summary

The Oriel ICT Commissioning Project Manager is a senior leadership role within the Oriel ICT Programme at Moorfields Eye Hospital NHS Foundation Trust. The postholder will lead the planning, coordination and assurance of commissioning and testing activities to ensure that all digital, technical and ICT systems supporting the new Oriel facility are safe, integrated and fully operationally ready for go-live.

Working across multiple complex workstreams--including infrastructure, smart building, smart services and digital systems--the role will ensure that solutions meet quality standards, integrate effectively and support safe, efficient clinical and operational workflows. The postholder will operate within a large, high-profile transformation programme, collaborating with internal teams, partner organisations and external suppliers to deliver programme outcomes on time and within budget.

Main duties of the job

The postholder will lead the delivery of commissioning and testing across the Oriel ICT Programme, ensuring that all systems are fully assured and ready for operational use. Key responsibilities include:

Developing and delivering a comprehensive commissioning and testing strategy across all ICT workstreamsCoordinating testing activities across related programmes, including MoorConnect (EPR) and City Road Migration, ensuring alignment and minimising duplicationEnsuring systems meet defined quality, performance and clinical safety standards and integrate effectively across the organisationManaging programme delivery, including scope, risks, dependencies, milestones and benefits realisationLeading stakeholder engagement across clinical, operational, corporate and external partnersEstablishing governance processes and reporting progress through programme boards and assurance structuresManaging project resources and delivery timelinesOverseeing production of key project documentation (e.g. business cases, plans, RAID logs, reports)Supporting procurement, contract management and supplier relationshipsLeading and influencing multidisciplinary teams to deliver complex change and digital transformation

The role will adopt a "test once, assure many times" approach, ensuring efficient use of resources and consistent assurance across programmes

The Oriel ICT Commissioning Project Manager will play a critical role in delivering the digital and technical readiness of the new Oriel facility. The role sits within the Oriel ICT Programme, which is responsible for enabling the safe and effective operation of clinical and operational services through the delivery of modern digital infrastructure and systems.

The postholder will lead the Digital Commissioning function, providing cross-programme assurance that all systems delivered across infrastructure, smart building, digital services and shared platforms are fully tested, integrated and operationally ready. This includes ensuring alignment with related programmes such as the MoorConnect Electronic Patient Record (EPR) and City Road Migration.

Key aspects of the role include:

Establishing and implementing commissioning and testing frameworks that ensure systems meet required standards and support clinical workflowsCoordinating complex, multi-system testing activities, including integration, user acceptance and operational readiness testingManaging interdependencies across multiple programmes, suppliers and stakeholdersEnsuring compliance with Trust governance frameworks and national standards, including Information Governance, cyber security, clinical safety and NHS digital requirementsProviding expert advice on commissioning, testing and change management across the TrustLeading communication and engagement with a wide range of stakeholders, including senior leaders, clinicians, operational teams, contractors and external partnersManaging programme finances, identifying benefits and ensuring value for moneyLine managing project staff and supporting the development of high-performing teams

The role requires strong leadership, programme management expertise and the ability to work across organisational boundaries to deliver complex digital transformation. The postholder will operate in a highly dynamic environment, managing competing priorities while ensuring successful delivery of programme outcomes.

Person Specification

Education / Qualifications

Essential
  • Higher education qualification (degree/master's) in a relevant field or equivalent experience
  • Professional project management or improvement qualification (e.g. PRINCE2, Agile, QSIR or equivalent)

Experience

Essential
  • Experience managing multiple complex projects within the NHS or a comparable large organisation
  • Experience delivering large-scale transformation projects to time, cost and benefits realisation
  • Experience using formal project management methodologies
  • Experience of commissioning, testing or system integration within complex ICT/digital programmes
  • Ability to manage and influence stakeholders at all levels
  • Ability to plan and manage complex programmes, including commissioning and testing activities
Desirable
  • Experience working in regulated environments (e.g. information governance, cyber security, clinical safety)
  • Awareness of NHS digital, information governance and cyber security frameworks (e.g. DSPT, CAF)
