Job summary
Join the NHS Business Services Authority (NHSBSA) in a new pivotal leadership role, where you'll strategically lead the Delivery, Governance, Consultancy and Strategy team to deliver a complex Digital, Data and Technology (DDaT) agenda.
You'll inspire a team including Delivery Consultants and Governance and IT Service Management Specialists to efficiencies, champion continuous improvement and robust governance controls to monitor and manage deliverables and services. Leading DDaT strategy creation and implementation you'll drive professional excellence, including compliance with government standards.
We're looking for an individual that will apply professional curiosity, drive a compelling vision, align diverse teams and stakeholders to deliver organisational impact and support shaping the NHSBSA strategic position within the broader healthcare system.
We're committed to being a flexible employer and are currently hybrid working. The office base is Newcastle upon Tyne, we ask for flexibility to attend the office for in-person collaboration multiple times a week.

Main duties of the job
As a senior leader and member of NHSBSA Leadership Team, reporting into the Chief DDaT Officer, you'll deliver sustainable transformation, harnessing the benefits of providing national at scale services.o Provide strategic leadership to a department of DDaT professionals who provide Consultancy, Governance and Strategy to enable the delivery of the NHSBSA strategy.o Maximise and optimise performance services to deliver strategy, establishing and maintaining appropriate financial and commercial governance and controls.o Collaboratively develop robust internal performance management systems which enable NHSBSA to adhere to or exceed strategic plans.o Major policy interpretation, implementation and policy/service development impacting organisation wide.o Define and implement governance frameworks that align with NHS and UK Government standards.o Oversee service delivery governance, ensuring alignment with organisational strategy and stakeholder needs.o Manage stakeholder relationships, ensuring customer needs are understood and met through digital services.o Lead IT service management following ITIL best practices, driving service improvements across the organisation.o Develop service insight and complex data to evaluate and improve current operating model, whilst horizon scanning for future opportunities.o Lead highly complex change and transformation plans, navigating sensitive environments.

Job summary:1. This role will provide strategic, technical and professional expertise to deliver a complex Digital, Data and Technology (DDaT) agenda, maximising the use of resources within your remit, setting and achieving key performance indicators and break-even budgets, and maximising outcomes through productive sustainable delivery. You are responsible for corporate DDaT strategies and corresponding policies and procedures that drive value and efficiency through use of NHSBSAs supply chain and estate. Alongside this you will identify and successfully implement significant efficiencies across the directorates remit, communicate and embed significant transformational policy and process changes and look to continuously improve service provision, performance and customer experience.
2. As a member of the NHSBSA DDaT Senior Management Team you will strive to maintain world class levels of staff engagement across the Directorate. Leading a large, diverse workforce, you will lead, inspire and develop colleagues across a range of disciplines in continuous improvement utilising user centric design methodologies, in addition to building and maintaining effective trusted relationships with external clients and key stakeholders.
3. As NHSBSAs Director responsible for its DDaT professions In Governance, Consultancy and Strategy, you will develop and maintain strategies and plans to drive professional excellence including compliance with government professional standards. In this role you will maintain effective relationships and influencing skills and will be responsible for leading and operationally managing the development, implementation, and improvement of your business area, including overall responsibility for service delivery, and relationship management of external partners specifically around complex and challenging contractual performance but also in working within the NHSBSA Partnership Key Principles relating to business, culture, and values. You will promote a high-performance culture across DDaT, also leading on designated Directorate and organisational wide developments which cut across both organisation and service boundaries aligned to the overall NHSBSA Strategy which the post holder will contribute to and help shape.
4. With a forward thinking, commercially minded and collaborative approach, you will lead on maximising and optimising the performance of all services, within your portfolio, define and deliver an ambitious strategy, and accountable for establishing and maintaining appropriate financial and commercial governance and controls. Youll be required to act autonomously, making significant decisions to ensure excellence is achieved and maintained.
In this role, you are accountable for
Strategic Leadership
- Shared accountability for supporting the overall organisation to achieve its vision and contribute to the development of the organisations strategic and annual business plans, leading and driving operational performance improvement across NHSBSA Services to deliver high-quality, cost-effective services.
- Providing strategic leadership to a department of DDaT professionals who provide Consultancy, Governance and Strategic leadership to enable the delivery of the NHSBSA strategy and business plan through development and implementation of your areas Strategy and associated plans, whilst supporting the Executive Director/Chief Officer in the development of vision and strategic direction.
- Responsibility for major policy interpretation, implementation and policy or service development, which impacts across the organisation.
- Ensure that the platforms and processes utilised for service delivery are fit for purpose and work with suppliers to ensure that new system requirements continue to be delivered to the appropriate standard.
Digital, Data and Technology Leadership
- This role will ensure strategic alignment of service delivery, workforce planning and operational excellence and ensure a culture of financial discipline, value for money and optimising resourcing is embedded. Youll champion efficiency, continuous improvement and customer centric innovation to enhance service impact and oversee governance, risk, and compliance with a strategic and ethical lens, balancing ambition with responsibility.
- Define and implement governance frameworks that align with NHS and UK Government standards. The postholder will work to ensure that the directorate has good and robust controls in place which ensure delivery of its functions, through the Head of DDaT Governance and their team the postholder will put in place the policies and processes which ensure that the directorates strategic deliverables are on track, we are meeting the needs of our customers and that we are actively identifying and monitoring risks to the directorates outcomes.
- Oversee service delivery governance, ensuring alignment with organisational strategy and stakeholder needs. The postholder will regularly review that the both their teams and independently the wider DDaT directorate are meeting the needs of its stakeholders internally and externally, this will be through both stakeholder engagement and also the monitoring of KPIs against the directorates objectives.
- Lead IT service management following ITIL best practices, driving service improvements across the organisation. The role will be responsible for the organisation IT Service Management Team ensuring that the organisation is following ITIL practices for service management, operating an IT service Management framework which follows product Lifecyle management and also incident management, resolution and post incident review and improvement management.
Decision-Making & Continuous Improvement
- This role embeds data led thinking of all levels, ensuring evidence-based decision making to drive organisation success. Youll use analytics and storytelling to influence strategy, improve services and enhance customer outcomes. You ensure a focus on measurable impact holding self and others accountable for performance and delivery
- Primary accountability for the successful delivery of required performance levels within the Directorate, including establishing and maintaining appropriate governance, scorecards and ensuring business readiness for change, alongside supporting the overall NHSBSA and wider NHS strategies
- Continuously develop and drive service insight and other complex data to evaluate current operating model to determine changes needed within the service area whilst inspiring horizon scan for future opportunities, threats and service improvements. Leading on major strategic projects, in conjunction with other Directors and Executive Leadership Team, acting as SRO for programmes and projects undertaken where appropriate.

- Lead large scale change, and transformation with vision, adaptability and strategic foresight. You will foster a culture of curiosity, challenge and continuous improvement to drive sustainable innovation, building and leveraging influential relationships, managing complex stakeholder landscapes with political acumen. Person Specification
Experience
- Leading similar DDaT functions and services
- Managing a highly complex budget
- Previous experience working at similar level in a relevant role within Public Sector
Qualifications
- Degree level in a relevant subject area (such as Computer Science, Leadership, Programme and Project Management) or equivalent experience, with an additional business qualification (e.g. MBA)
- IT service Management (such as ITIL)
- Masters degree in relevant subject area
- Programme and Project Management (such as Prince2, MSP, Agile, SAFE)
