Chief Clinical Information Officer & Clinical Safety Officer (CSO)
Job summary
The CCIO & CSO will provide expert and pragmatic advice, leadership, and management necessary to support the safe and efficient design, implementation, and use of clinical digital systems to deliver improvements to the quality of care and patient outcomes. This includes providing expert clinical information advice and guidance; working collaboratively with others to ensure patient and clinical involvement in the planning, development, delivery and evaluation of systems and services; and championing the use of digital systems as an enabler of change and quality improvement.
This role will provide strategic direction and clinical leadership on the design, implementation, and use of digital solutions to ensure quality improvements and the delivery of high-quality primary care services and opportunities across the wider care system for improved patient experience and efficiency.
The postholder will promote innovation and champion the development of a digital culture as an enabler of change and quality improvement and drive continuous clinical process improvement focused on patient outcomes and efficiency both within the internal ICB and within the wider ICS with system partners
Main duties of the job
The purpose of the role is to drive transformation across the ICS through the use of Digital technologies, and to foster a network of clinicians with a digital interest, or those in digital lead clinical roles. This includes:
o Promoting transformation in Primary Care and throughout the ICS using Digital tools and technologies
o Leading a network of Clinical Digital Leads to identify opportunities for the advancement of digital tools and technologies.
o Provide Clinical input and leadership to digital projects
The CCIO & CSO will support the development of ICS-wide digital strategy, particularly with reference to clinical transformation through the use of Digital technologies. By promoting the adoption of Digital technologies, the CCIO & CSO will contribute to the improvement of quality of care, thus enhancing population health outcomes, and increase the productivity and cost-efficiency of the local NHS.

Qualifications
- Registered clinical or care professional with current registration
- Advanced health or care practitioner or postgraduate qualification in a relevant field
Skills
- Ability to understand budgets and financial and non-financial planning
Qualifications
- QSIR College Accredited (or other quality improvement approach)
Experience
- Significant current/recent experience of 'system thinking' and working within health and care systems
- Experience of effectively coordinating meetings and working groups with a wide variety of stakeholders and partners
- Very experienced and senior health or care professional in the specialist field(s) the postholder is applying for
- Current knowledge of relevant health or care professional guidance/legislation in the specialist field(s) the postholder is applying for (where relevant)
Skills
- Demonstrates a significant understanding of the local health and care context for Central East
- An evidenced track record of delivering high quality patient/service user focused care
- Demonstrates knowledge of health and /or care pathway transformation
- Knowledge of evidence-based change and transformation
- Ability to take a co-production approach to working with service users, patients and local communities
- Computer literate
- Demonstrated ability to deliver training, workshops, or development programmes for healthcare teams.
- Awareness of innovations in integrated care and digital healthcare technologies to improve service delivery.
- Knowledge and experience of QSIR methodologies (or similar service improvement approach)
- Knowledge of Population Health Management approaches
- Clinical Safety Officer (CSO) qualification. Note that, if the role is a job share, it is not necessary for each applicant to be a qualified CSO. A successful applicant who does not have CSO training will be expected to take the national CSO training course, which takes no more than 2-3 days.
