Senior People Assistant (Payroll & Recruitment)
Job summary
Role is open to Central East ICB staff as well as external applicants, internal ICB staff will be prioritised.
Senior People Assistant (Recruitment, Payroll and Workforce) plays a critical role in delivering efficient and compliant payroll, recruitment and technical ESR workforce administration services within the organisation.
In addition to managing core payroll data and information, recruitment activity, and ESR functions, this role requires a detailed technical understanding of payroll processes, ESR systems, and recruitment workflows. The postholder is responsible for applying specialist knowledge to ensure the accurate processing and maintenance of employee records, the effective management of ESR transactions and process flows, and compliance with recruitment and workforce procedures. The role also involves maintaining recruitment trackers, producing vacancy and workforce reports, analysing and interpreting workforce data, and providing expert advice and guidance to managers and candidates. This is a technical operational role requiring a strong understanding of interconnected payroll, ESR, and recruitment processes, rather than a purely administrative function.
By ensuring all recruitment activities adhere to NHS standards and timelines, the role ensures adherence to NHS standards and timelines and contributes directly to maintaining safe staffing levels and supporting organisational objectives.
Main duties of the job
- Advise and apply specialist knowledge to ensure the accurate processing and maintenance of employee records, the effective management of ESR transactions and process flows, and compliance with recruitment and workforce procedures.
- Provide high-quality administrative support for recruitment process lifecycle working with TRAC , NHS Jobs and other local systems.
- Accurately process new starters, leavers, and contractual changes in ESR, ensuring timely updates for payroll and workforce reporting.
- Coordinate onboarding activities, including issuing offer letters, contracts, and induction materials, and monitor completion of mandatory training.
- Ensure collaborative and robust relationships between the ICB HR team and third party payroll provider, supporting in the resolution of payroll related queries.
- Maintain HR trackers and produce reports on workforce changes for review by senior HR colleagues.
- Act as a first point of contact for payroll, ESR and recruitment queries, providing guidance on processes and escalating complex issues to the People Services Manager or HRBP.
- Raise purchase orders for recruitment-related costs and ensure compliance with audit requirements for recruitment and ESR processes.
- Contribute to improving recruitment and ESR processes, ensuring alignment with NHS People Promise, EDI standards, and organisational policies.

Qualifications
- Professional qualification appropriate to the role (e.g. degree level or equivalent experience).
- Evidence of continuous professional development, demonstrating commitment to maintaining up-to-date skills and knowledge
Knowledge and Experience
- Experience in providing administrative and coordination support for projects, workstreams, or service delivery within a health or care setting
- Understanding of NHS structures, Integrated Care Systems (ICS), and awareness of the principles of the NHS Long Term Plan
- Ability to manage competing priorities and deliver work to agreed timescales and standards.
- Experience of working collaboratively with colleagues and external partners to achieve shared objectives
Skills
- Ability to collect, analyse, and interpret data to support decision-making and monitor performance
- Competent in using digital tools and systems (e.g., MS Office, NHS platforms, Trac Recruitment, ESR System) to support reporting, coordination, and service improvement
- Sound judgement and problem-solving skills, with the ability to escalate issues appropriately
- Ability to build working relationships with external services (Payroll Teams, Occupational Health, Trac Recruitment)
