Data Engineer (Data Manager)
Job summary
Organisation Data Service (ODS) issues and manages unique identification codes (ODS codes) and accompanying reference data for organisations that interact with any area of the health and social care system. ODS data is used in almost every IT system across the NHS to support key functionality such as messaging, referrals, financial transactions, access control, reporting and analytics.
We are seeking a highly motivated Data Manager to join the ODS data management team, which also consists of 1 Senior Data Manager and a Higher Information Analyst. Collectively, the team deliver comprehensive data management for ODS which includes: -
- data ingestion, validation, transformation and publication
- data quality assessments/reviews and data improvements
- business rule definition and application
- data management business process documentation
- supporting information and documentation for users, including responding to 3rd line customer queries
Main duties of the job

Undertake complex analysis of multiple data sources, combining and comparing vast datasets to identify and report on trends and/or anomalies.

Database integration and data analysis tools .

Lead on data quality work packages as defined by/with the ODS Senior Data Manager.

Data flow rationalisation, creation and optimisation.

Contributing to requirement definition for ODS internal products and systems.

FHIR4 API knowledge, specifically ODS FHIR4 API, and experience in using API interrogation tools such as Postman.

Data linkage and defining content requirements .

Taking ownership of the ODS third party data imports.

This retrieves key data from your current or previous NHS employer to support onboarding, including competency status, Continuous Service Dates (CSD), and annual leave entitlement. Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Experience of, and an interest in, reference data and how it is fundamental in supporting health and care systems, and therefore enabling frontline delivery of patient care, would be advantageous.
It would also be of huge benefit if the applicant understood the complexities of how the NHS and related stakeholders fit together both from an operational and technical perspective.

Qualifications
- Educated toMaster'sdegree level, or equivalent specialist experience, backed up byadditionaland continual professional development. Data Scientist Educated toMaster'sdegree level in a technical subject, such as Statistics, Mathematics or Computer Science, and / or equivalent experience and specialist knowledge acrossa number ofdata science areas.
Knowledge
- Significant data management and optimisationexpertise,covering:process design; code development (using languages such as R, Python, SQL or SAS); data architecture; testing and assurance; and reference/ master data management.
Skills
- Proven ability to communicate complex and technical concepts and issues to non-technical colleagues,customersand stakeholders at all levels.
- Demonstrable strong influencing skills, with the ability to work with others across organisations to achieve agreed strategic and operationalobjectives.
- Ability to work effectively on your own or as part of a team and contribute innovative ideas and knowledge to your colleagues
- Able to develop solutions and processes for data science and data management.

Experience
- Proven experience in the assessment and reporting of data quality issues to both suppliers and to senior management.
- Experience in the day-to-day management and coordination of staff including the allocation and prioritisation of work to staff.
- Extensive experience in the collection, analysis,interpretationand prioritisation of customer requirements.
- Experience of developing effective data optimisation and management strategies and processes to manage large, diverse data flows.
- Extensive experience of managing multiple simultaneous demands to tight timescales and budgetary constraints.
- Demonstrable experience and a proventrack recordin a leadership/ management role.
- Experience of managing complex and sensitive issues in organisations.
- Strong experience in gathering requirements from customers for complex, technical processes.
- Experience of producing design plans and associated documentation, including experience in carrying out business analysis of existing processes.
