Director of Operations - Band 9

Job summary

We're looking for an ambitious and enthusiastic leader to come and be part of our journey towards shaping the future direction of urgent and emergency care and elective care.

We aim to deliver excellent clinical outcomes and a great experience for everyone who uses our services across Suffolk and North East Essex.

As our Director of Operations (Urgent and Emergency Care, Ambulance Commissioning and Elective Care) you will inspire our people and push the boundaries of innovation and quality of care working in partnership with our colleagues across our Integrated Care System. Your role will be pivotal in delivering the leadership, guidance and developing new models of improving care on our journey to excellence.

The Director will work flexibly across organisations, work collaboratively to improve population health, drive improvements to health inequalities and reduce variation in access and outcomes.

All band 9 roles in SNEE ICB are required to join the gold on call rota with Board members. On the gold on call rota are expected to be available for any urgent matters on a rotating on call basis, one week in every 12 ( this may vary) over a 24 hour period. This means being reachable by phone or email to address any critical issues that may arise outside of normal working day.There is no financial compensation for this task.

Main duties of the job

The post holder will:

lead and be accountable for the planning and delivery of the ICBs responsibilities as they relate to Urgent and Emergency Care, Elective Care and Diagnostics

lead and manage the ICBs clinical systems and operational resilience function including the system operations centre and on call service.

lead and manage the ICBs emergency prevention, preparedness and response function.

lead and manage the £420m contract with the East of England Ambulance Service (EEAST) on behalf of the six ICBs in the East of England.

The Director will work closely with our three place based Alliances, a range of provider organisations, other statutory partners and the VCSE to deliver the work programmes and bring their skills, knowledge and experience to the redesign of services.

Job responsibilities

To lead and be accountable for the planning and delivery of the ICBs responsibilities as they relate to Urgent and Emergency Care and Elective Care. This includes:

o 999/Ambulance Services

o NHS 111 & Clinical Assessment Service (CAS)

o Non-Emergency Patient Transport Services (NEPTS)

o Other services which are agreed to be designed and commissioned at system level e.g. ED/UTC Front Door Re-design, Non-ED Pathways (Acute & Community), Same Day Emergency Care (SDEC)

To lead and be accountable for the planning and delivery of the ICBs responsibilities as they relate to Elective Care and Diagnostics. This includes:

o Elective recovery planning and assurance

o Oversight of provider and alliance plans for outpatient transformation (including virtual appointments, patient initiated follow up and waiting well initiative)

o Getting It Right First Time (GIRFT) reviews and ensuring actions plans

o Service which are agreed to be designed and commissioned at system level such as eye care and MSK services

  • Masters degree and additional in-depth professional knowledge in a number of disciplines, e.g. financial management, performance management, information systems, staff management acquired through training and experience over extended period.
  • Experience of leading and managing substantial service change and redesign in a complex environment.
  • A sound understanding of the NHS current legislation and national strategy.
  • Sound knowledge of current UEC and Elective plans and challenges.
  • Demonstrable evidence and track record in building sustainable relationships with senior NHS leaders and clinicians.
  • Experience of analysing performance of area of activity in relation to performance targets, strategic objectives; develop strategies, business plans, advice in areas where expert opinion differs.
  • Experience of developing business plan, strategy for area of activity, makes major contribution to corporate policies and strategy.
  • Operational experience within an NHS provider setting.
  • Significant senior management experience within a complex organisation
  • Evidence of a sound understanding in operational management, lean manufacturing, six sigma etc or comparable service improvement methodologies.
  • Significant experience and evidence of creative strategic thinking.
  • Experience of successfully managing significant organisational and/or system change.
  • Recent evidence and experience of positive leadership skills and the ability to transform and lead a team to work effectively together.
  • Experience of translating strategic goals into effective operational plans and objectives.
  • Experience of achievements in improving patient care, meeting NHS targets and managing within budgets.
Desirable
  • Experience of managing large budgets for multiple departments and or services of major area of activity; responsible for overall budget setting for major area of activity.
