System Analyst and Developer
Job summary
The post holder's primary role is to apply industry best practices and specialist tools to enhance the national Oracle ERP system, Business Intelligence platforms (e.g. Qlik, Oracle Apex, SQL), and the OCR document management system. The role involves delivering complex projects while providing guidance and support to the Central Team and Consortium members on system use, new functionality, and emerging technologies.
The position requires strong technical, analytical and problem-solving skills, with experience in developing BI solutions, web applications, and managing data marts and data warehouses. The post holder must ensure all developments are fully tested, documented, and successfully handed over to the operational support team.
Close collaboration is required with the Central Team, Consortium members, and managed service providers to ensure all changes are effectively managed and deployed into live environments. This includes supporting the change management process and ensuring all relevant documentation is completed and approved.
Main duties of the job
An exciting opportunity has arisen for a suitably qualified candidate to join the Central Team eBusiness Services, a specialist division supporting Health Boards, Trusts, and hosted organisations across Wales on national Oracle and Business Intelligence systems. The role provides full-time support for corporate business applications and reporting solutions.The post holder will work as a System Analyst and Developer, responsible for the analysis, design, development and maintenance of applications and BI solutions. This includes database design, ETL processes, data marts, and technical documentation, ensuring all work aligns with agreed standards, governance, and best practice.The role requires strong collaboration with users, project teams, and Consortium members to gather requirements, agree solutions, and support delivery plans.You will be educated to degree level or have equivalent experience and have a background working in a structured and disciplined department. Excellent presentation and communication skills are required to present data and information in a clear, understandable manner. Person Specification
Qualifications
- Educated to post-graduate diploma level or equivalent practical experience within Finance or Procurement System.
- ITIL Foundation or Service Operations or Change and Release Management
- Degree Level, ideally in IT
- System design methodology e.g. SSADM, Agile, DevOps
Experience
- Experience of all phases of the software lifecycle, embracing design, coding, testing, implementation and training.
- Experience of using statistical and analytical techniques in modelling trends and producing forecasts
- Experience of Oracle E-Business or ERP system
- Experience of Qlik, Apex and related BI reporting systems
Skills
- High standard of oral and written communication skills
- Proven networking skills, ability to form and develop close working relationships with managers at all levels up to and including board level
- Ability to engage with and motivate diverse audiences
- Able to manage own workload - self-starter
