Digital Transformation Lead (Architect) - Traffic Safety Management

Position Objective

  • Lead the planning and execution of digital transformation initiatives that modernize business processes, improve operational efficiency, and enhance service delivery across Traffic Safety Management programs.
  • Drive technology-enabled transformation through process optimization, enterprise integration, automation, governance, and stakeholder engagement while ensuring alignment with organizational strategy and business objectives.

Job Description & Key Responsibilities:

Digital Transformation Strategy

  • Lead the development and execution of the organization's digital transformation strategy and roadmap.
  • Identify opportunities to modernize business processes through digital technologies, automation, and data-driven solutions.
  • Develop business cases and transformation initiatives that improve operational performance and customer service.
  • Align digital transformation initiatives with organizational objectives, governance frameworks, and business priorities.

Solution Design & Process Transformation

  • Lead business process analysis and redesign initiatives to optimize operational workflows.
  • Define future-state business processes and support the implementation of digital platforms and enterprise solutions.
  • Oversee solution architecture alignment, system integration requirements, and technology implementation in collaboration with technical teams.
  • Drive process automation initiatives using workflow management and enterprise technologies.

Technology & Innovation

  • Evaluate emerging technologies and recommend innovative solutions that support Traffic Safety Management operations.
  • Lead the implementation of digital platforms, enterprise applications, workflow automation, analytics, and reporting solutions.
  • Ensure solutions are scalable, secure, and aligned with enterprise architecture and information security standards.
  • Promote innovation and continuous improvement across business functions.

Stakeholder & Program Management

  • Engage with executive leadership, business stakeholders, consultants, vendors, and project teams to ensure successful delivery of transformation initiatives.
  • Lead workshops, requirements gathering sessions, and strategic planning meetings.
  • Manage project priorities, risks, dependencies, and implementation roadmaps.
  • Support organizational change management and user adoption activities.

Governance & Performance Management

  • Establish governance frameworks, digital standards, and performance measures for transformation initiatives.
  • Monitor project progress, benefits realization, and operational improvements through KPIs and executive dashboards.
  • Ensure compliance with organizational policies, cybersecurity requirements, data governance, and regulatory standards.
  • Prepare executive reports, steering committee presentations, and transformation performance updates.

Continuous Improvement

  • Drive a culture of continuous improvement, innovation, and digital capability development.
  • Identify opportunities to optimize technology investments and improve business performance.
  • Capture lessons learned and implement best practices across transformation initiatives.

Qualifications & Experience:

  • Bachelor's degree in Computer Science, Information Technology, Information Systems, Software Engineering, Engineering, Business Administration, or a related discipline.
  • Minimum 12+ years of experience in Digital Transformation, Enterprise Technology, Business Transformation, Solution Delivery, or Technology Consulting.
  • Proven experience leading large-scale digital transformation initiatives within Traffic Management, Traffic Safety, Transportation, Smart Mobility, Government, Infrastructure, or Smart City environments.
  • Demonstrated expertise in business process transformation, enterprise applications, workflow automation, system integration, and digital modernization.
  • Experience leading cross-functional teams and managing consultants, vendors, and technology partners.
  • Strong experience in governance, stakeholder management, benefits realization, and executive reporting.
