EPR Product Manager

Job summary

The Product Manager - EPR provides corporate-level strategic leadership, executive assurance and full lifecycle accountability for the Electronic Patient Record (EPR) across the Norfolk and Waveney Acute Hospitals Collaborative.

The postholder holds system-wide responsibility for ensuring that the EPR platform is clinically safe, operationally effective, financially sustainable, interoperable, resilient and fully aligned to NHS England strategy, ICS priorities and long-term organisational transformation objectives.

The role carries significant and direct responsibility for:

  • Patient safety across acute clinical pathways
  • Regulatory compliance (CQC, DSPT, Clinical Safety Standards)
  • Multi-million-pound capital and revenue investment
  • Clinical workflow integrity and transformation
  • Organisational reputation and digital maturity
  • Benefits realisation across multiple Trusts

Decisions taken at this level directly influence the safety and quality of patient care, statutory performance reporting, workforce productivity, financial recovery trajectories and long-term public investment.

Operating with a high degree of executive autonomy within corporate and national governance frameworks, the postholder defines and owns the EPR strategic roadmap, oversees capital investment planning, governs clinical safety assurance, leads high-level supplier negotiations, and provides direct assurance to Trust Boards and ICS leadership.

Main duties of the job

Hold strategic ownership and corporate accountability for the EPR platform across multiple Acute Trusts.

Define and govern a multi-year EPR strategy and capital investment roadmap aligned to NHS national policy, ICS digital strategy and long-term service transformation.

Provide executive-level assurance to Trust Boards, Audit Committees and Digital Committees regarding EPR performance, safety, risk exposure and financial stewardship.

Lead convergence, optimisation and rationalisation programmes across multiple hospital sites to maximise clinical value and eliminate duplication.

Shape regional and system-wide EPR strategy through influence in ICS and national digital forums.

Establish and chair structured EPR governance frameworks, including Clinical Safety Groups, Design Authorities and Programme Boards.

Maintain corporate oversight of risk registers, safety cases, hazard logs and regulatory assurance documentation.

Provide Board-level escalation and mitigation planning for high-risk system issues.

Ensure structured governance of major upgrades, deployments, integrations and system transitions across multiple sites.

Act as executive sponsor for critical EPR transformation initiatives.

Hold ultimate professional accountability for compliance with Clinical Safety Standards (DCB0129/0160).

Oversee enterprise interoperability between EPR and PACS, LIMS, PAS, Microsoft platforms, regional shared care records and national data services (HL7, FHIR, APIs).

Person Specification

Qualifications

Essential
  • Educated to Master's level in Health Informatics, Digital Health, Clinical Systems, Business Transformation or related discipline, or able to demonstrate equivalent highly developed specialist knowledge gained through substantial senior-level EPR leadership experience.
  • Formal product, programme or portfolio management qualification (e.g. MSP, PRINCE2 Practitioner, MoP, AgilePM, SAFe, or equivalent) demonstrating structured governance and delivery capability at enterprise scale

Experience

Essential
  • Extensive senior experience leading large-scale EPR implementation, optimisation or transformation programmes within acute healthcare environments.
  • Experience leading multidisciplinary teams comprising digital specialists, clinical informatics leads, analysts, configuration experts and supplier resources.

Skills

Essential
  • Highly developed specialist knowledge of EPR systems, configuration methodologies, workflow optimisation and enterprise deployment models.
