Head of Data Business Partnering (Band 8b)
We are seeking a senior data leader to play a key role in a newly established data and analytics structure.
You will lead a team of data professionals and support the successful implementation of the new operating model, embedding a strong business partnering approach across the organisation.
Main duties of the job
Working closely with senior clinical, operational and corporate leaders, you will ensure data and analytics drive strategic decision-making, service improvement and transformation.
This role requires strong leadership, excellent stakeholder engagement, and the ability to turn complex data into clear, actionable insight that delivers real impact.
About us
North West Ambulance Service NHS Trust provides 24 hour, 365 days a year accident and emergency services to those in need of emergency medical treatment and transport.
Our highly skilled staff provide life-saving care to patients in the community and take people to hospital or a place of care if needed.We also provide non-emergency patient transport services for those patients who require non-emergency transport to and from hospital and who are unable to travel unaided because of their medical condition or clinical need.
Alongside the other emergency services, we also work to ensure the safety of the public and treatment of patients in the event of a major incident.
We also deliver the NHS 111 service in the North West. NHS 111 replaced NHS Direct in 2013. This service was introduced to make it easier for people to access local NHS healthcare services in England. It provides non-emergency medical help fast, and is available 24 hours a day, 365 days a year.

Skills / Competencies
- Advanced proficiency in predictive, prescriptive, and evaluative analytics, with a strong grasp of statistical modelling, and emerging analytical techniques.
- Expertise in relevant tools, applications, and systems (e.g., Power BI, Python, R, SQL).
- Proven ability to embed analytics and evaluation into strategic decision-making processes, championing the use of data to drive service improvement and continuous improvement.
- Skilled in building relationships and influencing senior stakeholders across internal teams and external system partners, including ICBs and other NHS organisations.
- Ability to communicate complex insights clearly to varied audiences, challenge assumptions, and influence senior stakeholders.
- Proven ability to lead high-performing analytical teams, set delivery standards, and shape strategic direction in alignment with organisational goals.
- Ability to scope, design and deliver complex analytical projects that inform strategic decision making and service improvement.
- Strong communicator who can build the reputation of the team and promote analytical outputs.

Qualification and Knowledge

Experience
- Experience in managing and mentoring data-focused teams such as analytics, business intelligence, or evaluation, preferably within the NHS or a similar public sector environment.
- Experience in producing predictive, prescriptive, and evaluative analytics, with a strong grasp of statistical modelling, and emerging analytical techniques.
- Experience of embedding reporting and analytics into strategic decision-making and influencing organisational strategy.
- Experience in design and delivery of training programmes that build organisational capability in data use, analytical methods, or evaluative techniques, with a focus on advancing data literacy and supporting strategic decision-making across teams.
- Experience in developing and influencing complex stakeholder relationships to shape data strategy, support informed decision-making, and manage expectations effectively.
- Experience in leading and designing large scale, complex analytical and reporting projects that deliver strategic insights, including the application of data science approaches such as predictive modelling, machine learning and statistical analysis.
- Experience in developing and designing insightful, user-focused dashboards (e.g. Power BI/Tableau) that support strategic decision-making and operational efficiency.
- Experience in designing and developing scalable, sustainable, and repeatable analytics processes, including the development of automated data pipelines and reporting solutions that enhance efficiency.
- Experience in designing developing performance frameworks to inform organisational strategy.
- Experience applying data governance frameworks and upholding ethical standards in data management and usage.
- Experience in working across organisational boundaries, sharing best practice and contributing to system-wide planning and improvement.
- Experience in delivering and overseeing analytical and reporting outputs using structured project management approaches, such as Agile, Scrum, or other relevant methodologies to ensure timely, iterative, and stakeholder-aligned delivery.
