Programme Manager - Digital Programme Management Office

Job summary

The NHS currently has three strategic shifts, moving care from: hospital to community, sickness to prevention and analogue to digital.

NUH's Programme Management Office (PMO), and in particular the Digital programme Management Office (D-PMO), are at the heart of delivering these changes and making these strategic shifts a reality.

Initially, this post will focus on the Programme Management of a range of Digital projects but, as part of the wider PMO, you may be called upon to lead any type of programme or project within the Trust.

As well as providing programme management to a range of digital projects, this post will also be expected to line manage and develop a team of project managers, manage and assign new project briefs, contribute to the development of project management methods at NUH and practically support priority programmes, e.g. our current Electronic Patient Record (EPR) Programme.

Digital Services has a vital role in the delivery of NUH's ambitions to be outstanding in health outcomes and patient and staff experience. NUH's Digital Services comprises of teams of professional staff concerned with providing a wide range of Services, Applications and Technology.

Initially responsible for a Programme of Digital Projects, the overall aim of this role is to facilitate their successful delivery.

You will do this by receiving and assigning new project briefs, ordering the projects and their dependencies ('joining the dots'), spotting and mitigating risks, supporting the project managers, solving problems and ensuring projects are run efficiently & effectively.

You will create the environment for success, liaise with, report to and provide assurance to stakeholders, senior management and NUH's Executive.

You will also be involved in developing the project management methods in NUH across the Digital and wider PMO.

Job responsibilities

Follow the established Programme Management approach to project delivery that supports organisational change and the realisation of benefits to meet the organisations strategic objectives.

Day to Day Line Management responsibility for a small team of Project Management staff ensuring appropriate support, development and training according to the Trust HR Policies and Processes.

Accountable for co-ordinating and monitoring the Digital Services programme in line with the Trust Programme hub working in an uncertain environment, managing varying and conflicting demands.

To plan and design the programme and proactively monitoring its overall progress, resolving issues and initiating corrective action as appropriate.

Lead responsibility for the effective management of issues, conflicts, priorities and communications in line with the Trust Programme hub in a reactive environment.

Ensuring that budget is allocated and managed appropriately, responsible for negotiating and securing budget for Digital Services work and meeting financial income targets.

Working positively with the full range of individuals and groups involved in the programme throughout Digital Services and ensuring coordination and communication with Trust colleagues ensuring the delivery is in line with needs of the business.

Ensure that the definition and implementation of the programmes are in line with the Digital Services governance framework, working closely with Information Governance Colleagues to ensure the necessary Data Protection Impact Assessment and Clinical Assessments are carried out to an agreed standard.

To ensure that the delivery of new products or services from the projects meets the requirements and is to the appropriate quality, on time and within budget, in accordance with the Programme Plan and programme governance arrangements.

Supporting the Leadership team in ensuring maximum efficiency in the allocation of resources and skills within the project portfolio.

Training & Qualifications

Essential
  • Lifecycle Project/Programme Management qualification or equivalent experience
Desirable
  • A recognised professional qualification in management

Experience

Essential
  • Experience of working at a senior level in a project/programme management environment
  • Experience of managing complex projects to time and on budget
  • Has experience leading, managing and developing staff.
Desirable
  • Has experience of working in an NHS business/clinical setting.

Communciation & Relationship skills

Essential
  • Political awareness can operate at all levels within an organisation and across different organisations.
  • Excellent communication and motivational skills, communicating with enthusiasm, commitment and conviction.

Analytical & Judgement skills
