Delivery Manager - Remote - Inside ir35

These role sit within the Health and Disability, Health transformation programme, as part of a Data strategy team leading delivery to establish a semantic layer and embed the Data Governance Lifecycle across Health and Disability services. The project is focused on improving data quality, consistency and usability by introducing shared definitions, business glossaries, and semantic standards into live delivery.
A key priority is to mobilise and deliver a hypothesis-driven test of semantic capability, initially within Decisions made without Assessments (DMWA), to demonstrate improved understanding, trust, and reuse of data, before scaling across additional services such as HAS our Health Assessment service.
Delivery is currently highly interdependent, requiring coordination across multiple teams (Data Strategy, product teams, analytics, architecture, and service design), alongside the establishment of foundational artefacts such as data dictionaries, glossaries, and user needs models.
Senior Delivery Manager:

  • Lead the end-to-end mobilisation of semantic layer delivery, ensuring clarity of scope, priorities, and outcomes
  • Drive alignment across user needs, data documentation, and tooling workstreams
  • Establish and manage delivery structures (backlog, cadence, ownership)
  • Ensure that core dependencies (e.g. data dictionary, user needs, hypotheses) are identified, sequenced, and actively unblocked
  • Embed a hypothesis-led approach, ensuring delivery is measurable and outcomes-focused
  • Manage complex stakeholder engagement across programme and senior leadership
  • Ensure HMT Magenta Test & Learn principles are delivered through Agile methodology.

This role is critical to enabling a consistent and trusted understanding of data across Health and Disability services. Without this, data will remain fragmented, limiting insight, slowing delivery, and reducing confidence in operational and strategic decision-making.

Data Manager
Build and oversee a “live service” function for Health Data Platform capability, which will include activities such as:

  • Data Platform Live Service Monitoring and Maintenance:
    • Establishes and maintains the live schedule for batches / products / etc.
    • Undertakes Daily batch / data product checks and ensure all environments (lower and Prod) are available as per schedule.
    • First stage Incident and Problem investigation and (where Data Team specific) leads the resolution activities.
    • Acts as the integration point between data Team and Service Management Teams.
    • Plan and orchestrate maintenance / upgrade activities with Eagle and application suppliers (this one would be in conjunction with engineering)
  • Customer Support for live Data Platform services / products:
    • Acts as the customer-facing aspect of the Data Team for activities such as:
    • Product support / questions of clarity
    • Potential issues with regards to data products
    • Product review.
    • User onboarding / offboarding requests and maintain records of users with differing access privileges*** (may / may not be appropriate).
    • Reviewing the demand for existing products (and associated retirement).
    • User training / upskilling.
  • Implementation / Release Orchestration:
    • Delivery Managers plan, Data Manager orchestrates the implementation.
  • Oversees Data Governance:
    • Keeps processes and actions updated with policy (in our case, ensuring the Data Lifecycle and its implementation in the Data Team are updated.)
    • Executes Data quality monitoring capability and associated linkages to incident / problem mgt.
    • Develops and implements new governance processes where absent.
    • Could oversee (check / verify) Data Governance compliance from a wider Health perspective (but the onus for execution would still be on the product teams themselves – this would be more an audit / verification role).
