Head of PMO - Hybrid - Manchester - £100,000 DOE plus 25% Bonus

The Role

An ambitious, fast-scaling technology-driven organisation is seeking a Head of PMO to lead and evolve its enterprise Portfolio & Delivery function.

This is a high-impact leadership role at the centre of a major digital and operational transformation. You'll be responsible for building and scaling a best-in-class PMO capability that enables effective delivery across a complex portfolio of technology programmes, platforms, and business change initiatives. The focus is on driving engineering-aligned governance, improving delivery velocity, and ensuring all initiatives are tightly aligned to strategic and commercial outcomes.

Operating at senior leadership level with four direct reports, you'll partner closely with Engineering, Product, Data, and Business leaders to ensure delivery is predictable, transparent, and value-driven. You'll play a key role in shaping how technology investments are prioritised, delivered, and measured across the organisation.

This role suits someone who thrives in a modern tech environment, is comfortable operating across both delivery and strategy, and has a track record of building scalable PMO or portfolio functions within complex, multi-platform organisations.

Key Responsibilities

• Define and lead the PMO vision, operating model, and digital-first delivery framework
• Own the end-to-end technology and change portfolio, ensuring alignment to product and enterprise strategy
• Establish modern governance, delivery standards, and engineering-aligned ways of working
• Deliver real-time portfolio visibility through tooling, dashboards, and data-led insights for executive stakeholders
• Drive prioritisation across product, platform, and transformation initiatives based on value, risk, and capacity
• Oversee financial governance including budgeting, forecasting, and investment tracking across technology portfolios
• Lead and develop a high-performing PMO team spanning Programme Management, Delivery, and Portfolio Analysis
• Implement robust RAID, dependency, and flow management practices across all initiatives
• Champion continuous improvement across delivery tooling, reporting, automation, and ways of working
• Partner closely with Product and Technology leadership to ensure alignment between roadmap planning and execution
• Drive accountability for outcomes, benefits realisation, and measurable value delivery
• Support enterprise change, release readiness, and adoption across large-scale technology programmes

Requirements

• Proven experience leading a PMO, Portfolio Office, or Delivery function in a complex, technology-driven organisation
• Strong track record delivering large-scale digital transformation, platform, or enterprise technology programmes
• Experience operating at senior leadership or executive stakeholder level within tech-led environments
• Strong commercial and financial acumen across investment planning, forecasting, and ROI tracking
• Experience designing and embedding modern governance frameworks in agile or hybrid delivery environments
• Hands-on exposure to ERP or enterprise-scale transformation programmes
• Experience with enterprise platforms such as Salesforce and SAP S/4HANA
• Background in Manufacturing, Supply Chain, or similarly complex operational/technology environments
• Ability to lead large cross-functional teams across Product, Engineering, and Delivery
• Strong understanding of Agile, DevOps, Waterfall, and hybrid delivery models

Desirable Skills

• Experience scaling or transforming a PMO into a modern Portfolio / Delivery Office
• Familiarity with portfolio management tooling, OKRs, and data-driven reporting frameworks
• Strong understanding of change management, product operating models, and digital adoption

• Experience in regulated, enterprise-scale, or high-compliance environment
