Lead Strategic Digital Partner

The Opportunity

The work of Lead Strategic Digital Partners underpins wider partnership working in Parliament as part of PDS' Extended Leadership Team, doing so in particularly close collaboration with architecture and value stream delivery roles. These roles are responsible for planning and shaping strategic digital change for Parliament and for ensuring that the digital needs of teams, departments, and value streams are deeply understood, and that digital plans will deliver efficiencies, effectiveness, and increased digitalisation.

• leading strategic engagement with Directors, senior leaders and key stakeholders - ensuring that collaborative and productive relationships exist across Parliament and ensuring that their needs are excellently understood by all necessary parties.
• taking business requirements and user/ stakeholder needs and using this to devise strategic plans and road maps within a complex matrix managed organisation.
• improve organisational effectiveness and efficiency in Parliament by driving innovation and digitalisation, and by analysing and driving improvements to existing digital services.
• owning the design and development of large and complex digital value stream strategic plans and roadmaps that will meet Parliament's strategic needs, goals and align with strategies - including high level definition of: target digital services, multi-year roadmaps, associated value stream strategies.
• subject matter expert on strategic business direction and digital implications within one or more digital value streams. This includes a deep level of understanding on the needs of each value stream, and opportunities for digital innovation and enablement.

  What You Need

  • substantial knowledge of strategic planning and aligning delivery with organisational objectives. Demonstrative experience of shaping complex organisational and end user needs into future strategic plans and roadmaps that drive efficiencies, digitalisation and change.
  • understanding and experience of budgeting, financial governance, and value-driven investment management within a delivery context. Understanding of commercial strategy building, and contract management practices and regulations.
  • substantial demonstrative experience of influencing at a senior level and of balancing complex and conflicting stakeholder needs in a multi-customer organisation/ environment.
  • experience of driving digital innovation and surfacing technology opportunities in deployable ways that solve business problems and drive efficiency and effectiveness and opportunities to drive enhancement to digital services. Experience of exploring and surfacing implications resulting from digital change.
  • deep understanding of agile principles, leading multidisciplinary teams, and fostering a positive delivery culture, whilst upholding the PDS values and whilst fostering equality, diversity and inclusion.
  • the ability to pass security clearance, backed by the right to work in the UK

    About The Team

    The Office of the CTO, led by the Chief Technology Officer, is a key function within the PDS and Parliament. It is dedicated to fostering strategic relationships, driving digital demand, providing technology leadership, and developing technology and data platforms. Its primary purpose is to drive the development and delivery of technologies and systems that support the strategic goals of Parliament.

    The Strategic Digital Partnering Team is responsible for leading engagement with directors and senior leadership in Parliament. The team are responsible for planning and shaping strategic digital change for Parliament and for ensuring that the digital needs of teams, departments and value streams are deeply understood and that digital plans will deliver efficiencies, effectiveness and increased digitalisation.
