The role:

  • Provide senior-level support for the delivery of high-impact change programmes and projects.
  • Ensure robust governance, reporting, and assurance across portfolios/projects, in line with strategic priorities.
  • Act as a key point of contact for senior stakeholders (both business and technology) to provide visibility, oversight, and actionable insights.
  • Drive continuous improvement in the PMO function—tools, processes, reporting, resource utilisation, etc.

Responsibilities:

  • Oversee the full lifecycle PMO activities: planning, initiation, execution, monitoring & control, closure.
  • Produce and maintain high-quality management information (MI) / dashboards / board reports / executive pack materials.
  • Maintain and escalate R-A-I-D (Risks, Assumptions, Issues, Dependencies) logs; ensure risk and issue management are visible, tracked, mitigated.
  • Ensure project financial tracking: forecasting, variances, budget oversight.
  • Support or lead governance forums (steering committees, stage gates, change control boards): prepare papers, track actions, ensure decisions are implemented.
  • Coordinate resource management: resource allocation, capacity planning across projects/programmes.
  • Assure quality of artefacts: project plans, business cases, benefit tracking, lessons learned.
  • Champion best practice in project management methodologies (Agile / Waterfall / hybrid) and PMO tools.
  • Mentor / guide more junior PMO staff; share standard templates, capabilities, and ensure consistency.
  • Support change of tools / process improvement efforts within PMO to enhance efficiency and transparency.
  • Engage with stakeholders (IT, Business functions, Finance, Compliance etc.) to ensure alignment to strategy, regulatory requirements and internal controls.

Skills & Experience:

  • Extensive experience (e.g. 5-8+ years) in a PMO or similar governance / assurance / portfolio environments (ideally in financial services or regulated sectors).
  • Strong ability to produce reports and communicate complex status, risk, dependency, and financial information to senior stakeholders.
  • Proficiency with PMO / PPM tools and dashboards (e.g. MS Excel, MS PowerPoint, other project tools).
  • Strong understanding of project methodologies (Agile, Waterfall, hybrid) and governance frameworks.
  • Excellent stakeholder management and influencing skills.
  • Analytical mindset: able to identify trends, forecast risks/issues, offer data-driven insights.
  • Strong attention to detail and quality.

Desirable skills:

  • Experience of working in central banks / regulators or large public sector bodies.
  • Formal qualifications: PRINCE2 / Agile
  • Experience in implementing or transitioning processes / tools / frameworks.
  • Knowledge of benefit realisation / performance metrics.
  • Experience working in large transformation/IT change programmes.
  • Good understanding of regulatory / compliance / risk environment.
