Senior Application Programme Manager Utilities Hybrid: 1 day per week in London 6 months+ (2 year programme of work) £750 per day

In short: We're creating a new tech stack to deliver a new saleable product which will integrate with various systems. This will be purpose built to suit a specific kind of customer and we require an operative at the top level of executive sponsorship to deliver this at programme-level

The Programme Manager is responsible for:

  • E2E management of large Business Change programme underpinned by significant software, integration platform set up & configuration and data changes across 20 systems. The Data Workstream will cover Data Migration, Data Platforms and MI/Reporting
  • Delivery through a combination of both waterfall and agile methodologies
  • Accountable for the engagement of IT Operations and Security to ensure smooth transition to BAU
  • Managing multiple stakeholders across Business Units, internal technical teams and technical partners/suppliers
  • Owning the day to day management of a number of projects or workstreams, and the delivery of the agreed progress reporting requirements
  • Overall responsibility for the project(s)/workstreams to their project board(s) or programme boards
  • Overall responsibility for delivery of the project to the agreed standard of quality and within the specified time, cost and risk constraints
  • Excellent stakeholder management skills and strong pro-active leadership is critical, working across a multiple matrix organisations and disparate teams this role requires the ability to manage contractual negotiations, constantly thinking critically and innovatively about responding to risks and opportunities that arise. Having an ability to have a different perspective is essential.

Planning

  • Ensures the work priority for the team is aligned with the DTS and Supply Chain Transformation strategy
  • Ensures the Technical workstreams are appropriately planned, ensuring the business and technical dependencies are understood and managed both within the programme and cross-programme, executed and progress monitored
  • Identifies best delivery approach for the technology workstream, using expertise in both Agile and Project methodologies to inform recommendation. Ensures approach sign off by key DTS and BU stakeholders
  • Responsible for the planning and management of the team resources, including the management of resource conflicts and prioritisation of work for the team delivery
  • Contribute and support the creation and management of the function's planning, resource management and budget estimating

Financial Responsibilities

  • Financial Planning, responsible for ensuring all Technical activities are budgeted and managed efficiently and cost challenges are achieved
  • Establishes accurate forecast estimates in line with agreed tolerances
  • Monitors and controls resources, revenue and capital costs against the DTS workstream budget and manages expectations of all programme stakeholders
  • Ensures that budgets and forecasts include full delivery of non-functional requirements, tools or build for operability activities

Operational Responsibilities

  • Delivery of complex projects, such as:
  • Multiple suppliers
  • Multi-faceted
  • Timeline
  • Budget
  • Chairs the Technical workstream board to gain assurance of the overall direction and integrity of the delivery
  • Ensure that "build for operability" is embedded in the delivery process and that governance and controls are in place to maintain the integrity of the Production Systems in an environment that has a high volume of complex change.
  • Delivery of projects through hands-on planning and management
  • Accountable for execution of the Programme & Project plan, monitoring progress and taking the necessary corrective actions
  • Identification and management of programme/escalate project risks
  • Management of any areas of conflict or issues within the programme
  • Identification and management of the cross-project/programme dependencies
  • Accountable for production of the Programme level plan
  • Definition and management of programme/project critical success factors
  • Definition and implementation of overall project governance structure and provision of clear roles and responsibilities and objectives for the project team and key stakeholders
  • Reporting of progress at agreed intervals to the programme board, advising the board immediately if plan tolerance levels are exceeded and, if appropriate, recommending the termination of the project
  • Ensure smooth transition / implementation of solutions into operation
  • Seeks continuous improvement in the delivery of IS Services and Solutions.

Leadership and People Management (or Teamwork)

  • Responsible for effectively managing Technical delivery team performance, producing measurable results for themselves, their team and wider organisation
  • Ensures team has the appropriate level of engagement with the business, developing effective working relationships at the required levels by considering the audience and communicating appropriately
  • Ensures team is focused on achieving results using all resources available from initiation through to delivery and feels comfortable to challenge and be challenged
