Digital Content Manager

Positive Employment is currently recruiting for a Digital Content Manager for our client, a local government organisation based in Ellesmere Port.

The successful post holder will lead the organisation's digital content function, setting the strategic direction for all digital channels and ensuring high-quality, insight-driven content that supports the organisation's priorities and prepares the CA for the arrival of its first Mayor in 2027.

This role is critical in laying the foundations for the CA's digital presence ahead of the 2027 mayoral elections, ensuring the organisation has a strong, coherent, accessible digital voice ready for the incoming Mayor.

Own the digital content strategy and Content Forward Plan, ensuring it complements and amplifies the News Forward Plan.

Operate as a pragmatic, confident, organised senior practitioner who can work across multiple organisations and build strong, inclusive relationships with colleagues, partner bodies, and external stakeholders, especially during statutory consultations where coordinated, accessible digital content is essential.

This role is a temporary contract with an initial contract length of 3 months with the possibility to extend. This role is fully agile working with travel between sites across Cheshire East, West & Warrington.

Duties and Responsibilities but not limited to:

  • Develop and deliver the Combined Authority's digital content strategy, ensuring alignment with corporate priorities and supporting the transition to a mayoral Combined Authority.
  • Create, manage and maintain a forward plan of digital content that complements the News Forward Plan and supports proactive and reactive communications.
  • Establish robust, scalable digital channels, processes and content standards ahead of the 2027 mayoral elections.
  • Work collaboratively with colleagues across constituent councils, partner organisations, transport bodies and external agencies to ensure consistent messaging and coordinated digital communications.
  • Develop and deliver clear, accessible and engaging digital content to support statutory consultations and public engagement activities.
  • Work closely with the Head of News to ensure digital content amplifies campaigns, announcements, media activity and major organisational events.
  • Lead content delivery across all digital platforms, including the website, social media channels, newsletters and video platforms, ensuring consistency, accessibility and brand compliance.
  • Use analytics, audience insight and performance data to continually improve digital content, increase engagement and inform strategic decisions.
  • Commission, oversee and produce high-quality multimedia content, including video, photography, graphics, animation and interactive digital content.
  • Respond quickly to emerging issues, opportunities and reputational risks, delivering timely and accurate digital communications.
  • Manage, support and develop the Social Media Officer, as well as overseeing freelancers, agencies and production partners where required.
  • Ensure all digital content is inclusive, accessible and compliant with WCAG standards, reflecting the diversity of the communities served.
  • Proactively identify opportunities to improve digital channels, content performance and user engagement.
  • Ensure all digital communications comply with relevant legislation, governance requirements, political restrictions and pre-election guidance.
  • Maintain political neutrality and ensure digital content remains impartial throughout the pre-election period.

Personal Requirements:

  • Strategic digital leadership experience within a complex organisation, ideally within the public sector, political or corporate environment.
  • Proven experience developing and delivering digital content strategies and multi-channel content plans.
  • Strong understanding of social media platforms, audience behaviour, algorithms and current digital best practice.
  • Experience working with senior leaders, elected members and communications teams across multiple organisations.
  • Experience supporting statutory consultations through the production of accessible digital content and stakeholder engagement.
  • Demonstrable experience producing and managing multimedia content, including video, graphic design and digital storytelling.
  • Strong analytical skills with experience using digital insight and performance tools such as Google Analytics, Meta Business Suite, Sprout or Hootsuite.
  • Excellent organisational skills with the ability to manage multiple priorities and deadlines.
  • Strong problem-solving skills with the ability to balance political, operational and reputational considerations.
  • Proactive and self-motivated approach, with the ability to identify opportunities and drive improvements independently.
  • Experience managing, mentoring and developing junior digital communications staff.
  • Ability to work effectively within a politically restricted environment, exercising sound judgement and professionalism.
  • Commitment to producing inclusive, accessible and user-focused digital communications.
  • Experience working within local government, devolution or mayoral organisations.
  • Experience commissioning and managing external agencies or creative production partners.
  • Understanding of behavioural insight techniques and audience segmentation.
  • Experience using web content management systems and applying user experience (UX) principles.

Working Hours: 36 hours per week, Monday to Friday.

Pay: £38.80 per hour.

Please note this role is within the scope of IR35.
