Transformation Programme Manager
Positive Employment is currently recruiting for a Transformation Programme Manager for our client, a local government organisation based in Truro, Cornwall.
The successful post holder will lead the end-to-end delivery of a specific large-scale, cross-cutting transformation programme aligned to the organisation's corporate priorities and the Medium-Term Financial Plan. The role will operate within a broader transformation programme led by the COO, Transformation Director and Chief Digital & Transformation Officer, who will define overall direction and outcomes.
The Programme Manager will be responsible for translating this strategic direction into a structured, deliverable programme, ensuring effective mobilisation, governance, delivery and benefits realisation. The role will support the identification and development of transformation opportunities led by specialist cross-functional teams, ensuring this activity is coordinated, controlled and aligned to programme objectives, timelines and financial outcomes.
This role is a temporary contract with an anticipated duration of 12-24 months. This role hybrid working with a minimum 2 days per week on site required.
Duties and Responsibilities but not limited to:
- Lead the end-to-end delivery of a specific large, cross-directorate transformation programme from mobilisation through to benefits realisation
- Translate transformation strategy and design into clear programme scope, plans, milestones and delivery structures
- Provide programme-level oversight and control across multiple workstreams, ensuring alignment and integration
- Support the identification, development and prioritisation of transformation initiatives delivered by specialist teams, ensuring they are managed within a structured programme framework
- Ensure robust programme governance, including management of risks, issues, interdependencies and financial performance
- Coordinate multidisciplinary teams and stakeholders across directorates to enable effective delivery
- Engage senior stakeholders, providing clear, evidence-based reporting and insight to support decision-making.
Personal Requirements:
- Extensive experience delivering large, complex programmes in multi-stakeholder environments.
- Proven ability to translate strategic direction into structured delivery plans and programmes.
- Strong programme and change management capability, including governance, financial and benefits management.
- Experience working with multidisciplinary teams including digital, service, commercial and analytical functions.
- Strong stakeholder management skills, including experience supporting senior leadership in complex environm.
- Demonstrable ability to operate effectively in ambiguous or evolving contexts.
Working Hours: Full Time Hours / Monday - Friday
Pay: £550.00 per day
