Property Officer

Job summary

We are looking for reliable flexible and well organised person to join our small friendly Property Team. In this busy and varied role you will be expected to:

Fully support and as appropriate represent the Property Manager in the management of the Health Board's property interests and in the delivery of key projects

Develop and maintain information systems on the Health Board's Property portfolio and Estate records including the All Wales Property Database.

Ensure prompt payment and monitoring of all approved outgoings relating to the Health Board's ownership and occupation of various premises.

Obtain and update all relevant compliance information for Health Board properties.

Work closely with Directorates and other stakeholders to ensure effective Estate management of PTHB property, including projects involving space planning.

Main duties of the job

Support the Property Manager in the planning and development of the Health Board's property portfolio and estate records.

Assist in the development of policies and procedures for use throughout the Health Board.

Assist in space planning and utilisation initiatives, including use of Occupeye to improve estate efficiency.

Provide property-related input into capital and revenue projects, including business cases and service developments.

Support planning and coordination of accommodation changes, agile working initiatives, and space allocation across sites.

Support the Property Manager in the management of the PTHB Property and Accommodation Group with cross organisational monthly meetings to review space allocation, introduce agile working, furniture allocation, etc.

Support the Property manager in the production of HoTs, lease and licence documentation.

Person Specification

Qualifications and Knowledge

Essential
  • Understanding of Property/Estate Management principles
  • Knowledge of H&S legislation, e.g. Risk assessments and statutory compliance requirements
  • Evidence of continued professional development
  • Degree in a relevant related discipline, or equivalent qualification or experience, ideally within the NHS or public sector
Desirable
  • Knowledge of DoH Estatecode and RCIS guidance
  • Knowledge and experience of Property Law

Other

Essential
  • Ability to travel to all PTHB sites when required
  • Ability to work flexibly and must be able to attend meetings and make visits to sites as issues arise that require a fast response This is a site-based role and staff will be expected to be based in Bronllys Hospital for much of their time

Experience

Essential
  • Extensive demonstrable experience of working in a property environment - ideally within the NHS or public sector
  • Property and Estate management across multiple sites
  • Previous experience of managing discussions with external advisors and external stakeholders
  • Multi-disciplinary working and liaising with internal teams
  • Dealing with leases, licenses and Heads of Terms
  • Working in a busy environment with competing priorities and deadlines
Desirable
  • Working with other NHS organisations (e.g. NWSSP)
  • Supporting capital projects or estates strategy work
  • Using estate and financial systems (e.g. Oracle, CAD, EFPMS)

Skills and Attributes

Essential
  • Strong organisational and administrative skills; manage property records, documentation, and system data accurately
  • Prioritise workload and deliver to tight deadlines
  • Build and maintain effective working relationships with a wide range of internal and external stakeholders, including colleagues, contractors and landlords
  • Attention to detail, especially with contract/lease and financial information
  • Simultaneously manage multiple projects and initiatives
  • High level of communication skills with the ability to communicate clearly and effectively orally and in writing
  • Work effectively within a team and provide reasonable flexibility in terms of hours worked
  • Competent in IT systems, including Microsoft Office (particularly Excel)
  • Analyse, interpret, and present data to support decision-making and statutory reporting
Desirable
  • Some ability to speak, read and/or write Welsh, or an eagerness to learn
