Job summary

Primary Care Doncaster (PCD) Limited is developing a wide range of support services to ensure goodand effective delivery of its internal services and primary care services across the City of Doncaster.PCD provides working at scale opportunities and projects and is driven to respond to the numerouschallenges that face general practice in today's modern world. Firstly, the increase in complexworkload due to a growing elderly population and the introduction of new medical technology andthe ways in which patients are treated. Secondly, National and local policy changes requiring acollective response from general practice, and finally, population health challenges that can only be fully addressed by general practice working together.The post holder will be required to support the coordination of various projects within the ServiceDelivery team as well as the operational delivery of PCD's patient services. They will work in partnership with partner services to ensure delivery of high quality clinical, business, andadministrative support.

Main duties of the job

The post holder will undertake the following in supporting projects and operational managementoversight of PCD's patient services:? Oversee and manage large aspects of all the PCD services, (with support from the Service DeliveryManager), and enact problem solving skills which will involve operational and IT access issues? Assist with and adapt to managing complex problems at scale across multiple sites includingstaffing, rotas, IT compliance and all complexities relating to the project or service given stricttimelines.? Provide advice and guidance to other clinic staff on the operational running and back-office clinicprocesses under the guidance of the Service Delivery Manager as appropriate? Support overseeing the design of appointment ledgers, staff rotas and clinical system processeswith internal and external colleagues and stakeholders? Act as point of contact for PCD, Primary Care Networks (PCN) and member practices for PCD'spatient services in conjunction with the Service Delivery Manager and named other members ofthe PCD TeamService Delivery Project

Job responsibilities

Escalate matters as and when required to the appropriate PCD colleague Assist with working collaboratively with service delivery partners and sub-contractors to ensureseamless and high-quality patient care Matrix working with the other PCD Teams and colleagues Direct line management responsibility for members of staff as delegated to the postholder ifrequired by future growth of the company and its services or covering for the SDT Manager Share responsibility and support the indirect oversight of casual workers, locums and GPPractice staff who will be providing services in relation to the Enhanced Access Service andother PCD project/services as they are implemented Act as delegated nominee and deputy for financial responsibility for signing off shifts andpayments to be made to GP practices and other delegated budgetary responsibility asadvised by the Service Delivery Manager or Senior Leadership Team Development of effective and regular communication regarding the PCD patient project orservice offer, working closely with the internal communications and events team. Work with the Service Delivery Manager and PCD Business Intelligence team to support performanceand contract monitoring including facilitation of data gathering and analysis of other serviceinformation e.g. capacity and demand data Provide expertise, to enable accurate and comprehensive responses to patient and commissionerqueries Work with the Service Delivery Manager and deputise in their absence to support the PCDContract Manager and Business Intelligence team to engage with sub-contractors and servicedelivery partners to jointly identify areas of service improvement Act as deputy for Service Delivery Manager where appropriate and within level of competenceand skill Engage with Doncaster PCNs, member practices and commissioners to assist in establishing newservice opportunities and support implementation of the same Build and maintain effective working relationships with commissioners, PCNs, member practicesand other key stakeholders Deputise for the Service Delivery Manager in attending external and internal meetings as required. Work closely with the team to ensure the best quality, governance and data quality

  • Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in relevant area ? Evidence of continuous professional development

Skills/Copetencies

Essential
  • A minimum of 2 years' operational management experience in a NHS/private healthcare setting ? Experience in service redesign and project management ? Experience of presenting complex data/information to staff at all levels and persuading people to make changes based on this information ? Experience of developing policies, pathways and standard operating procedures ? MS Word/Outlook/Excel and other software packages ? Excellent organisational skills ? Ability to produce error free and well-presented reports demonstrating a high level of accuracy ? Tactful and diplomatic ? Skills for communication on complex matters, requiring developed interpersonal and oral/ written communication skills ? Ability with negotiating, networking and persuasive skills ? Highly competent at using initiative to solve day to day problems in a calm and professional manner ? Ability to coordinate multiple areas of work ensuring alignment of priorities and effective communication
Desirable
  • Experience of managing teams and line management ? Understanding of the role of NHS bodies such as CCGs, Acute providers, CQC, Monitor, NHS England and NHS Improvement ? Experience and understanding of governance systems and processes including CQC compliance
