Overview
We are seeking an experienced and strategic Head of Business Change to lead enterprise-wide change delivery, PMO operations, business analysis, testing, and continuous improvement functions.
This is a senior leadership role responsible for ensuring all technology and business change initiatives are delivered effectively, on time, within budget, and to a high standard of quality. The successful candidate will play a key role in driving large-scale transformation programmes, embedding delivery excellence, and building a mature, scalable change capability across the organisation.
Key Responsibilities
Enterprise Change & PMO Leadership
- Lead the full change delivery lifecycle across the organisation.
- Oversee enterprise project portfolios, prioritisation frameworks, governance standards, and delivery methodologies.
- Manage and develop the PMO, Business Analysis, Testing, and Continuous Improvement teams.
- Ensure consistent and effective collaboration across all delivery functions.
Project & Portfolio Delivery
- Deliver a prioritised change roadmap aligned to strategic business objectives and investment plans.
- Drive successful delivery of IT and business transformation programmes through to benefits realisation.
- Maintain robust governance processes including:
- Stage gates
- RAG reporting
- Dependency management
- Capacity planning
- Financial oversight
- Oversee project roadmaps, resource planning, and operational readiness activities.
Business Analysis & Testing
- Ensure high-quality requirements gathering, process mapping, and traceability across programmes.
- Lead testing strategy development, defect management, UAT coordination, and go-live readiness activities.
- Promote best practice delivery standards across waterfall, agile, and hybrid methodologies.
Continuous Improvement
- Drive operational and delivery process improvements across the organisation.
- Enhance project delivery capability, governance maturity, and reporting effectiveness.
- Support the development and mentoring of multidisciplinary delivery teams.
About You
You will be a proven change and delivery leader with significant experience operating at Head of PMO, Head of Change, or Head of Delivery level within complex organisations.
You will bring:
- Extensive experience leading enterprise PMO and change delivery functions.
- A strong track record managing large-scale, multi-project portfolios with measurable outcomes.
- Expertise across project governance, financial management, capacity planning, and portfolio reporting.
- Strong knowledge of agile, waterfall, and hybrid delivery methodologies.
- Experience leading business analysis, requirements engineering, testing, and continuous improvement functions.
- Excellent stakeholder engagement, communication, and influencing skills.
- The ability to lead, mentor, and develop high-performing multidisciplinary teams.
- Strong commercial and financial acumen including budgeting, forecasting, and benefits tracking.
Desirable Experience
- Experience within telecoms, infrastructure, or other asset-intensive industries.
- Exposure to large-scale transformation and operational change programmes.
