THIS POST IS FIXED TERM FOR 30 MONTHS DUE TO FUNDING
This is an exciting opportunity to join the Research and Evaluation Division in Public Health Wales as a Data Analyst within the Evaluation Teamworking on theOptimising Pathways Improvement Programme (OPIP). This programmewill transform obesity care across Wales throughMyPathCymru, a nationally coordinated, digitally enabled pathway designed to improve access toevidence-based weight management support, reduce health inequalities and createWales'first national obesity outcomes dataset.
Main duties of the job
A multifaceted evaluation is being undertaken as part of the programme, covering outcome, economic, process, implementationand equity components. Drawing on routine service data, national datasets and linked data sources, the Data Analyst will work as a core member of the evaluation team to help develop and implement the analytical approach and generate insights on clinical outcomes, service performance, equity of access, workforce impacts and cost-effectiveness across Wales.

Job responsibilities
The post holder will develop andmaintaindatasets, undertake data validation and quality assurance, ensure compliance with information governance requirements, conduct robust quantitative analyses using reproducible approaches, and produce dashboards and reports to support learning,improvementand decision-making. They will apply descriptive,comparativeand longitudinal methods within a complex evaluation framework to generate evidence on the effectiveness,efficiencyand equity ofMyPathCymru, informing future policy, servicedeliveryand commissioning decisions.
The successful applicant will have experience analysing large and complex health,serviceor population datasets, using rigorous analytical approaches and communicating clear, actionable insights to a range of audiences. Experience using analytical tools such as R, SQL or Python isrequired. The post holder will work closely with Health Boards, Digital Health and Care Wales,researchersand other stakeholders, and contribute to evaluation reports, presentations,publicationsand wider dissemination activities arising from the programme.

Qualifications and Knowledge
- Educated to degree level in a numerate subject OR equivalent qualification OR equivalent level of knowledge and skills
- Specialist knowledge and experience of statistical and analytical techniques
- Knowledge and interest in Data Science techniques
- Masters degree in a numerate subject OR equivalent qualification OR equivalent level of knowledge and skills
Experience
- Experience of performing complex analytical tasks and creating outputs for use by others
- Experience of communicating complex information to a non-technical audience
- Report writing and presentation skills.
- Experience utilising complex datasets related to population health
- Familiarity with medical terminology and coding systems e.g. ICD10, OPCS, Read codes, SNOMED CT
Skills and Attributes
- Advanced IT skills with experience of using Microsoft Office applications
- Knowledge and experience of specialist computer software, such as SQL, R studio or Google Cloud Platform for the production of complex analyses of public health or related data.
- Understanding of Public Health Wales policies and principles and the ability to work within these guidelines.
- Clear understanding of current and ongoing issues affecting public health.
- Excellent communication and interpersonal skills.
- Ability to demonstrate understanding and application of our workplace values, together with the underpinning behaviours identified for success in this role
- Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh
