You'll work across multiple workstreams, supporting teams to deliver value while fostering a culture of collaboration, learning, and continuous improvement.

Main duties of the job

This is a dual role that blends the responsibilities of a Scrum Master and Delivery Manager. You will:- Drive agile delivery across digital and data projects using Scrum, Kanban, and Lean methodologies.- Facilitate agile ceremonies including sprint planning, stand-ups, retrospectives, and reviews.- Coach and mentor teams to become self-organising, high-performing units.- Collaborate with Product Owners and Service Leads to refine user stories and prioritise backlogs.- Develop and maintain delivery plans, manage risks and dependencies, and ensure timely delivery.- Translate complex technical concepts into accessible language for stakeholders.- Promote agile best practices and foster a culture of continuous improvement.- Engage with senior leaders and cross-functional teams to ensure alignment and transparency.- Support change management and ensure delivery aligns with NHS governance and policy.You'll be a key figure in our agile evolution--bringing structure, clarity, and momentum to our transformation efforts.

This is a unique opportunity to shape how agile delivery is embedded across Public Health Wales. As a Delivery Manager / Scrum Master, youll be at the forefront of our digital and data transformationguiding teams, influencing culture, and ensuring that delivery is both strategic and sustainable.Youll wear two hats:As a Delivery Manager, youll take ownership of delivery planning, risk management, and stakeholder engagementensuring that projects stay on track and deliver real value.

As a Scrum Master, youll coach agile teams, facilitate ceremonies, and help teams continuously improve how they work.This dual role is ideal for someone who thrives in complexity, enjoys working across boundaries, and is passionate about making agile work in the real world.What Youll Be Doing:

Driving Agile Maturity: Youll help teams adopt and adapt agile practices that suit their contextwhether thats Scrum, Kanban, or a hybrid approach. Youll support product owners in shaping backlogs and help teams stay focused on delivering value.

Leading Delivery: Youll manage delivery timelines, dependencies, and risks across a portfolio of digital and data initiatives. Youll ensure that delivery is transparent, well-governed, and aligned with organisational priorities.

Building Relationships: Youll work closely with senior leaders, service managers, and technical teamstranslating between business needs and digital solutions. Youll be a trusted advisor who brings clarity and confidence to complex programmes.

Championing Change: Youll support change management efforts, helping teams and stakeholders navigate new ways of working. Youll promote agile thinking through communities of practice, show-and-tells, and knowledge-sharing sessions.

Coaching and Mentoring: Youll foster a culture of learning and improvementcoaching individuals and teams to build confidence, autonomy, and resilience. Youll also line manage staff and contribute to the ongoing development of the business operations team.

Ensuring Accountability: Youll track progress, manage budgets, and ensure that delivery is underpinned by robust documentation and governance. Youll help ensure that our digital transformation is not only ambitiousbut also safe, inclusive, and sustainable.This role is ideal for someone who is equally confident facilitating agile teams and navigating complex delivery landscapessomeone who can zoom in to resolve blockers at the team level and zoom out to align delivery with broader organisational goals.Youll be joining a supportive Directorate, that values curiosity, collaboration, and impact.

  • oLevel 7 qualification / Masters or equivalent demonstrable working experience
  • oProject Management qualification

  • oProven demonstrable knowledge of digital and data governance practices within a healthcare setting.
  • oStrong background in leading digital transformation projects using agile methodologies such as Scrum, Kanban, or Lean.
  • oSignificant experience working as a Delivery Manager, Scrum Master, or in a similar agile delivery role within a digital or data-focused environment.
  • oExtensive experience in managing end-to-end delivery processes, including project initiation, planning, execution, and post-delivery review.
  • oExperience working with cross-functional, distributed teams and managing projects with varying levels of complexity.
