The role ensures that Technology Services initiatives such as small change, application remediation initiatives and strategic supplier-delivered activities are effectively governed, compliant with organisational standards and successfully delivered to achieve business outcomes.

Working closely with Technology Directors, Heads of Change Delivery, Finance, Risk, Architecture, Procurement and strategic suppliers, the role provides portfolio-wide visibility of change-to-run impacts. The Delivery Governance Manager is responsible for ensuring Technology Services adherence to the Delivery Management Framework (DMF), Software Development Lifecycle (SDLC) controls and Technology Minimum Control Standards, while driving continuous improvement in governance, delivery performance and portfolio management.

The role also leads governance of strategic delivery partners, including oversight of supplier performance, contractual commitments, resource utilisation and financial management. Plus, ownership of the governance and administration of Jira and Confluence, ensuring these platforms effectively support Technology Services delivery, reporting and collaboration requirements.

Additional responsibilities include supporting the Head of Technology Governance & Risk Management in maintaining and strengthening the Technology Services governance framework.

Working closely with technology, finance, risk, procurement and supplier stakeholders, the role provides visibility and control over change initiatives, ensuring they are delivered in line with organisational standards, regulatory requirements and business objectives.

Duties and ResponsibilitiesPortfolio Governance & Delivery AssuranceProvide governance, assurance and oversight across the Technology Services portfolio, including small change, application remediation initiatives and supplier-led deliveryEnsure all Technology Services initiatives comply with the Delivery Management Framework (DMF), SDLC controls, Technology Minimum Control Standards and relevant governance requirementsSupport governance forums, investment boards, steering committees and executive review meetings as required through the provision of high-quality reporting and decision supportDrive consistent governance and delivery practices across Technology ServicesFinancial & Investment OversightMaintain oversight of Technology Services change investment, including project expenditure, resource utilisation, supplier costs and budget performanceMonitor and report on Change-to-Run impacts and support financial planning activities across the portfolioStrategic Stakeholder ManagementPartner with Directors of Technology, Heads of Change Delivery and senior business stakeholders to provide governance leadership and delivery insightAct as the primary liaison between Technology Services and supporting functions including Transformation Office, Finance, Risk, Procurement, Information Security and ArchitectureSupport informed decision making through analysis of delivery, operational and financial informationBuild strong collaborative relationships across teams to drive successful delivery outcomesSupplier GovernanceLead governance and performance management activities for strategic delivery partnersMonitor supplier delivery performance, contractual obligations, service quality, commercial commitments and financial performanceDrive supplier accountability and continuous improvement to ensure value for money and delivery excellenceSupport commercial reviews, contract governance and resource demand planning activitiesTooling, Reporting & GovernanceOwn the governance, administration and continuous improvement of Jira and Confluence platformsEnsure compliance with the Technology Services Governance Control Standard and controlsEstablish and maintain management information, KPIs and reporting standards across Technology ServicesIdentify opportunities to improve governance processes, controls, reporting and delivery effectivenessPeople LeadershipLead, coach and develop team members to create a high-performing governance and portfolio management capabilityFoster a culture of accountability, transparency, continuous improvement and delivery excellenceSupport capability development across Technology Services governance and delivery communitiesHaving the right to work in the UK is a requirement for this role. About you

Essential: Significant experience in portfolio governance, PMO, programme delivery governance or technology delivery oversightExperience operating within complex technology and change portfoliosExperience producing executive-level portfolio, financial and risk reportingExperience managing senior stakeholder relationships across business and technology functionsExperience in financial management, budget oversight and resource planningPreferred: Experience within General Insurance or Financial ServicesExperience governing large-scale transformation programmes and technology change portfoliosStrong knowledge of project, programme and portfolio governance frameworksExperience working with strategic suppliers and outsourced delivery partnersExperience supporting governance forums and steering committeesExperience with Jira, Confluence and portfolio reporting toolsExperience in risk management, controls compliance and assurance activitiesExperience driving process improvement and governance maturity initiativesExperience leading teams and influencing across matrix organisationsBenefitsWe offer a range of benefits to help provide holistic support for your work life, whatever your circumstances.
