Estates Information and Compliance Manager

Job summary

The CAFM Manager will play a critical role in supporting Estates and Facilities management, strategic planning, and operational delivery by ensuring that accurate and meaningful data informs decision-making. The post holder will lead on the maintenance, development, and continuous improvement of Estates and Facilities software systems, ensuring alignment with NHS data governance standards, regulatory compliance, and operational efficiency. This includes overseeing CAFM system performance, space utilisation data, ERIC submissions, and integration with statutory compliance and property systems.

Main duties of the job

System Management & Development

Lead the administration, development, and integration of the CAFM system and act as the subject matter expert for all Estates and Facilities software systems . Support the rationalisation of legacy systems and oversee safe data migration.

Space and Asset Data

Maintain accurate records of property space data and support the annual ERIC return. Undertake site audits and manage measured surveys to verify 'as-built' information. Ensure all physical changes to the estate are reflected in the CAFM system and CAD drawings,ensure space data reflects service delivery changes and capital works.

Compliance & Reporting

Support the submission of statutory data.Develop and manage automated data routines.Lead on the analysis and presentation of data to identify trends, performance gaps, and opportunities for improvement.Ensure asset and condition data supports six-facet survey outputs and capital planning processes.

Finance & Budget Alignment

Work closely with Finance Business Partners.Provide data to support Cost Improvement Programmes (CIPs) and strategic investment planning.

Training & User Support

Deliver training and ongoing support to CAFM system users across Estates and Facilities teams.Create guidance documents and user protocols.

Governance & Assurance

Ensure all system use and data outputs comply with regulations.Maintain audit trails and implement controls to ensure data accuracy, completeness, and security.

Job responsibilities

System Management & Development

Lead the administration, development, and integration of the CAFM system to support operational, strategic, and statutory requirements.

Ensure the CAFM system supports compliance with HTM and relevant statutory standards (e.g., PPM, fire safety, water hygiene).

Act as the subject matter expert for all Estates and Facilities software systems and ensure alignment with NHS Digital and DSPT standards.

Liaise with the Trusts Technical Services team, Digital Services, and third-party suppliers to optimise system functionality and drive efficiencies.

Support the rationalisation of legacy systems and oversee safe data migration and integration.

Space and Asset Data

Maintain accurate records of property space data in line with NHS guidelines and support the annual ERIC return.

Undertake site audits and manage measured surveys to verify 'as-built' information.

Ensure all physical changes to the estate are reflected in the CAFM system and CAD drawings.

Collaborate with the Property Services Manager and Capital Projects to ensure space data reflects service delivery changes and capital works.

Compliance & Reporting

Support the submission of statutory data (ERIC, Model Hospital, PLACE, etc.) ensuring data integrity and timeliness.

Develop and manage automated data routines to streamline input from PPM, Helpdesk, and Property Management modules.

Lead on the analysis and presentation of data to identify trends, performance gaps, and opportunities for improvement across Estates and Facilities.

Ensure asset and condition data supports six-facet survey outputs and capital planning processes.

Finance & Budget Alignment

Work closely with Finance Business Partners to compile and submit monthly expenditure reports on reactive and planned maintenance.

Provide data to support Cost Improvement Programmes (CIPs) and strategic investment planning.

Training & User Support

Deliver training and ongoing support to CAFM system users across Estates and Facilities teams.

Create guidance documents and user protocols to ensure consistent and secure system usage.

Governance & Assurance

Ensure all system use and data outputs comply with Information Governance and Data Protection regulations.

Maintain audit trails and implement controls to ensure data accuracy, completeness, and security.

Person Specification

Knowledge and Skills:

Essential
  • Advanced knowledge of CAFM systems and their integration with Estates operations
  • In-depth knowledge of NHS Estates datasets (e.g. ERIC, Model Hospital, 6- Facet surveys)
  • Data analysis, reporting and presentation skills using tools like Excel, Power BI
  • Knowledge of statutory compliance standards (HTMs, SFG20, DSP Toolkit)
  • Excellent interpersonal and communication skills
  • Ability to manage multiple priorities and meet deadlines under pressure
Desirable
  • Awareness of NHS digital transformation and governance frameworks
  • Familiarity with BIM and CAD systems

Experience

Essential
  • Experience of working in a CAFM or Estates data management role within the NHS or healthcare sector
  • Experience managing complex Estates data across systems (PPM, compliance, helpdesk)
  • Experience compiling statutory NHS returns (e.g., ERIC, PLACE, Model Hospital)
  • Experience delivering user training and ongoing support for digital systems
Desirable
  • Experience contributing to strategic Estates or digital transformation projects

Qualifications

Essential
  • Degree in a relevant subject (e.g., Information Systems, Engineering, Estates Management) or equivalent experience
Desirable
  • CAFM system certification or training (e.g., MICAD, Concept Evolution)
  • Project management qualification (e.g., PRINCE2, Agile)
