GIS Data Engineer

Job Description :

To support the digitisation and spatial transformation of Local Land Charges records into HM Land Registry's digital Local Land Charges Register. The GIS Analyst will analyse historical land charge information, interpret legal and property descriptions, create and validate spatial boundaries, and ensure data quality standards are achieved.

The role requires strong GIS skills, attention to detail, and the ability to work with large volumes of spatial and textual data while meeting programme productivity and quality targets.

Spatial Data Processing

  • Create, edit and maintain spatial boundaries using GIS software.
  • Digitise land charge extents from historic records, plans, maps and supporting documentation.
  • Interpret property descriptions and relate them to appropriate spatial features.
  • Link land charge records to properties, addresses and geographic locations.
  • Verify spatial accuracy against Ordnance Survey mapping and aerial imagery.

GIS Analysis

  • Analyse spatial datasets to identify inconsistencies, overlaps and anomalies.
  • Investigate complex land charge cases requiring manual spatial interpretation.
  • Review historical and current mapping information to determine correct extents.
  • Perform spatial queries and data validation activities.

Quality Assurance & Quality Control

  • Conduct QA/QC checks on completed work.
  • Ensure compliance with programme guidance and client specifications.
  • Identify and resolve data quality issues.
  • Participate in peer reviews and quality audits.

Data Management

  • Maintain spatial datasets and associated metadata.
  • Manage large volumes of geospatial information efficiently.
  • Ensure version control and adherence to data management procedures.
  • Support reporting of production and quality metrics.

Process Improvement

  • Contribute to workflow optimisation and automation initiatives.
  • Support development of GIS tools, scripts and data validation processes.
  • Share lessons learned and best practices with the wider team.

Stakeholder Support

  • Raise queries where source information is unclear or incomplete.
  • Support programme managers and QA leads with technical investigations.
  • Participate in training and knowledge-sharing activities.

Requirements

  • Degree or equivalent experience in GIS, Geography, Geomatics, Surveying or related discipline.
  • Experience using:
  • ArcGIS Pro
  • QGIS
  • Strong understanding of:
  • Spatial data management
  • Coordinate systems and projections
  • Cartography principles
  • Geospatial analysis
  • Ability to interpret maps, plans and legal property descriptions.
  • Experience working with Ordnance Survey datasets desirable.
  • Experience using SQL, Python or FME desirable.
