Pay Rate: £24.46 per hour

Hours: Full-time, 37 hours/week (Mon - Fri)

Role Overview

We are looking for an experienced Accounting Systems Manager to join the Finance, Performance and Change department within the Chief Executive Directorate. In this pivotal role, you will manage, maintain, and develop the Council's financial systems, including the purchase ledger and Council Tax systems. You will be responsible for resolving ongoing issues following a recent finance system upgrade (E5) and leading the implementation of a new reporting package.

Key Responsibilities

  • System Management & Development: Responsible for the delivery and development of all corporate financial systems, ensuring efficient service delivery and continuous improvement.
  • Upgrades & Implementation: Overseeing system updates and upgrades-specifically regarding the Advanced E5 accounting system-including vital testing, sign-off, and resolving compatibility issues with legacy packages.
  • Purchase Ledger Management: Managing the Council's purchase ledger function, including BACS, Housing Benefit, and ensuring statutory requirements (such as CIS and HMRC checks) are met.
  • Controls & Assurance: Designing and implementing internal system controls (preventative and detective) to provide quality assurance over financial data.
  • Reporting Tools: Reviewing and evaluating functionality and reporting tools to ensure they fully support the Council's business processes and statutory requirements.
  • Training & Support: Coordinating end-user training and maintaining user manuals to ensure staff are equipped to effectively use relevant systems.

Essential Requirements

  • Education & Qualifications: Educated to degree level (or equivalent) OR holding demonstrable accounting systems experience, specifically with Advanced E5.
  • Experience: Extensive experience working within an accounting environment, including the development of financial systems, procedures, and controls.
  • Technical Skills: Excellent IT skills, including advanced Excel and a strong understanding of databases, data uploads, extraction, and interfaces.
  • Management: Proven supervisory and management experience, with the ability to lead and motivate staff.
  • Problem Solving: Strong analytical skills with the ability to identify inefficiencies and implement innovative solutions.
  • Project Management: Experience in managing and supporting challenging projects involving technical systems and controls.
