Change Manager - Cyber Security/Operational Technology

£700 - £750 per day (Outside IR35) - 6 months rolling - Brighton or Worthing/Hybrid

Core Change Management capabilities required:

• Proven experience delivering change management within large-scale technology or transformation programmes.
• Strong background in operational environments (e.g., utilities, manufacturing, transport, or energy).
• Demonstrated understanding of Operational Technology (OT), Industrial Control Systems (ICS), or SCADA environments.
• Knowledge of cyber security principles, NIS regulations, or comparable compliance frameworks.
• IMPORTANT: Ideally be SC Cleared already, or at least eligible for SC clearance, due to the critical nature of systems and data.
• Travel: Regular travel to operational and CNI sites will be required.

Core Communications Management capabilities required:

• My client is looking for a dynamic and experienced Communications Manager to lead internal communications across two major transformation programmes within their organisation.
• This role is pivotal in driving engagement, managing change communications, and ensuring consistent messaging across teams and stakeholders.

Role description for the Change Manager - Cyber Security/Operational Technology background:

• The Change Manager will be responsible for developing and delivering the change management strategy for a multi-year Operational Technology (OT) and Cyber Security Enhancement Programme.
• This role ensures that people, process, and organisational changes associated with new technologies, standards, and controls are adopted effectively and sustainably across engineering, operations, and IT/OT teams.
• The Change Manager will work closely with programme leadership, site operations, engineering, Digital and corporate functions to build awareness, capability, and engagement in support of regulatory (NIS) and cyber resilience outcomes.

Key Responsibilities for the Change Manager - Cyber Security/Operational Technology background:

• Change Management Strategy:
• Develop and implement a structured change management framework aligned to programme objectives and NIS compliance requirements.
• Identify the stakeholders across operations, engineering, IT, and leadership functions and define engagement approaches for each group.
• Create change impact assessments, stakeholder maps, and readiness analyses.

Required Experience & Skills for the Change Manager - Cyber Security/Operational Technology background:

Essential:

• Proven experience delivering change management within large-scale technology or transformation programmes.
• Strong background in operational environments (eg, utilities, manufacturing, transport, or energy).
• Demonstrated understanding of Operational Technology (OT), Industrial Control Systems (ICS), or SCADA environments.
• Knowledge of cyber security principles, NIS regulations, or comparable compliance frameworks.
• Excellent stakeholder management and communication skills, with the ability to engage both technical and non-technical audiences.
• Experience working with unionised, regulated, or safety-critical environments.
• Certification or formal training in change management (eg, PROSCI, APMG Change Practitioner, or ACMP).

Desirable:

• Familiarity with NCSC Cyber Assessment Framework (CAF) or ISO 27019/IEC 62443.
• Previous experience in utilities, water, or energy infrastructure.
• Experience supporting business transformation within OT/ICS upgrade or separation programmes.
• Project management experience (Prince2, MSP, or equivalent).
