Interim Commercial Manager – Sourcing & Contracts

The Metropolitan Police Service (MPS) Commercial Function manages £800m+ of annual spend across goods, services, and technology that keep London safe. We deliver strategic sourcing, contract management, and commercial assurance across some of the UK’s most complex public-sector programmes.

We are seeking an Interim Commercial Manager to support high-priority commercial activity across sourcing, procurement, and contract management, particularly within technology, innovation, and solution delivery portfolios.

This is a hands-on delivery role within a fast-paced environment entering an intense period of market engagement, early-stage sourcing, and multi-contract management.

Role Overview

Reporting into the Head of Commercial – Technology, Innovation & Solution Delivery, you will lead and support procurement and contract management activity across a diverse portfolio of mid-value and complex technology programmes.

You will act as a trusted commercial advisor, supporting negotiations, supplier management, procurement strategy development, and the delivery of commercial assurance across multiple business-critical initiatives.

Key Responsibilities

• Lead or support multiple concurrent procurements, including use of public sector frameworks.
• Deliver sourcing activities for complex technology programmes and SaaS solutions.
• Develop commercial inputs for business cases, ensuring VFM and compliance.
• Manage implementation and commercial oversight of high-value programmes post-award.
• Support the MPS Commercial Lead on SaaS Fleet Solution procurement (approx. 3 days/week).
• Support commercial assurance for procurements led by BlueLight Commercial (OSINT).
• Manage a pipeline of ~15 procurements through the Dynamic Market in line with the 2025/2023 Public Sector Regulations.
• Oversee contract performance, risk, governance, and change control across multiple agreements.
• Support management of key contracts
• Engage, influence, and support senior stakeholders across MPS, partner agencies, and suppliers.
• Provide trusted commercial advice throughout the commercial lifecycle.
• Manage challenging stakeholders across multiple teams and programmes.

We’re looking for a candidate who can clearly evidence:

• Strong sourcing & procurement expertise (public sector preferred).
• Experience supporting complex technology programmes.
• Broad understanding of IT technology and enterprise solutions.
• Strong negotiation skills with suppliers.
• Stakeholder management excellence, credible, influential, and resilient.
• Contract management experience (knowledge of contract law desirable).
• Ability to manage a demanding, fast-moving workload.
• Experience delivering commercial strategies that drive value and quality outcomes.

The role is based at Kilburn Police Station and requires on-site presence of 3 days a week (with occasional travel to New Scotland Yard & Lambeth), the role will require security clearance for the successful candidate, and this can take a few months to advise in advance.
