Programme / Delivery Management Lead – Bids & Proposals (DV CLEARED)

• Work Arrangements: Hybrid (primarily office-based with some opportunity to work from home)

• Rate: £750 per day inside IR35
• Clearance Required: DV CLEARANCE active is mandatory

Join our team as a Programme Management Lead, where you will play a pivotal role across the full bid lifecycle and early phases of delivery mobilisation for Defence and National Security customers. This role is crucial in ensuring that we develop credible, competitive, and deliverable programme responses.

Day-to-day of the role:

• Lead the end-to-end design of Transition & Transformation (T&T) and Agile programmes during bids and proposals.
• Own the programme plan, including schedules, staffing, governance structures, and delivery methodology.
• Produce programme costing aligned with solution strategies and historical benchmarks.
• Create and maintain a clear dependency matrix across delivery and solution teams.
• Capture and manage all programme Risks, Issues, Assumptions, and Dependencies (RAID).
• Conduct due diligence, including technical, operational, and commercial assessments.
• Validate plans for deliverability and lead internal assurance reviews and readiness assessments.
• Act as the programme representative to customers and support strategic partners in understanding customer requirements.
• Produce high-quality written content for contract schedules and programme plans.
• Lead mobilisation activities post-contract, including governance setup and delivery kick-off.

Required Skills & Qualifications:

• Strong experience with SAFe Agile methodology.
• Proven background in programme management, particularly in delivering complex T&T programmes.
• Experience in designing programme structures and plans during bids.
• Knowledge of Defence/National Security environments and secure governance requirements.
• DV clearance and single nationality required.

Desirable Skills & Experience:

• Experience in shaping win strategies or solution options.
• Familiarity with Strategic Partnering models.
• Background in digital transformation, infrastructure modernisation, or secure platform delivery.
