Programme Director - DV Clearance
A law enforcement organisation based in Central London operates a large and dynamic Change Portfolio, delivering strategic transformation programmes and projects that provide critical capabilities to the national Policing Network. These programmes deliver urgent business benefits and operational impact to keep the UK safe.
We are seeking an experienced Programme Director to lead one of our priority programmes – a major technology-enabled transformation initiative replacing a core technology system and driving associated business change. This is a unique opportunity to shape the future of Policing capabilities within a complex stakeholder landscape.
This is an initial 6-month contract based in Central London and the successful candidate must already hold DV Clearance, the daily rate for this role is £800 per day via an Umbrella company (inside IR35).
The Role
As Programme Director, you will provide day-to-day leadership of the programme alongside the Programme Manager and work closely with the Senior Responsible Owner (SRO) to set strategic direction. You will lead a multi-disciplinary team of organisational change, technology, and data specialists, supported by embedded operational leaders and senior stakeholders across our HQ and national network.
This programme has completed its initial ‘Alpha’ phases and is now preparing for the next stage: building and delivering an operational solution. Your leadership will ensure alignment with organisational goals, delivery of business benefits, and effective stakeholder engagement at the highest levels.
Key Responsibilities
- Strategic Leadership: Champion the programme vision, ensure alignment with organisational objectives, and secure senior stakeholder support.
- Governance & Accountability: Drive robust governance, manage strategic risks, and resolve high-level issues.
- Stakeholder Engagement: Represent the programme externally, secure buy-in from senior leaders, and manage expectations.
- Delivery Oversight: Ensure successful delivery of strategic outcomes and business benefits.
- Resource & Financial Management: Oversee financial health, approve major expenditure, and secure resources.
Essential Criteria
- Proven experience leading complex, technology-enabled transformation programmes.
- Strong knowledge of policing and ideally Counter Terrorism environments.
- Ability to navigate national-level politics and foster collaboration across diverse stakeholders.
- Expertise in strategic planning, governance, and stakeholder engagement.
- Demonstrable ability to lead technical specialists and integrated teams.
- Deep understanding of CT Policing/National Security and associated intelligence capabilities.
