Lead a Major Public Sector Transformation Programme

We are seeking an experienced Programme Lead to lead a high-profile transformation programme for Land & Property Services (LPS), an agency of the Department of Finance Northern Ireland.

This multi-year programme is modernising land registration services through digital transformation, improved operational efficiency and enhanced customer experience. Working within a complex multi-supplier environment, you will provide end-to-end programme leadership, governance, assurance and stakeholder management to ensure successful delivery.

Key Responsibilities

• Lead the overall LPS transformation programme on behalf of Fujitsu.
• Establish and maintain effective programme governance and controls.
• Develop and manage the integrated programme plan, dependencies and critical path.
• Oversee programme finances, forecasts and commercial reporting.
• Own programme RAID management, ensuring risks and issues are proactively managed.
• Coordinate activities across Fujitsu, LAC, PA Consulting and other delivery partners.
• Build strong relationships with executive stakeholders, suppliers and Programme Board members.
• Track benefits realisation and ensure delivery remains aligned to business objectives.
• Drive operational readiness and successful transition into live service.

Essential Experience

• Minimum 10 years' programme leadership experience.
• Delivery of complex transformation programmes exceeding £20m.
• Public sector programme delivery experience.
• Multi-supplier delivery management.
• Strong governance, assurance and stakeholder management expertise.
• Experience leading business and technology transformation initiatives.
• Budget ownership and commercial management experience.
• Proven track record delivering large-scale organisational change.

Desirable Experience

• Land Registry or Property Services programmes.
• Northern Ireland public sector experience.
• Government transformation programmes.
• Digital modernisation, data migration, Cloud or SaaS implementations.

Qualifications

• MSP Practitioner
• PRINCE2 Practitioner
• Agile Practitioner (preferred)
• Management of Risk (MoR) (desirable)
