Technology Product Manager - SC Cleared - Outside IR35
A public sector organisation is seeking a Technical Product Manager to join via a Consultancy to join a strategic programme delivering and evolving a cloud-based occupancy data platform hosted within AWS.
The platform brings together data from multiple sources, including WiFi, IoT sensors and property technology systems, enabling organisations to make smarter, data-driven decisions through advanced occupancy analytics and reporting capabilities.
Working within a managed service environment, you'll act as the critical link between business stakeholders and technical delivery teams, ensuring product priorities remain aligned to business objectives while supporting the successful delivery of platform enhancements and new capabilities.
This is an initial contract until May 2027 with potential to be extended, it is one day per week in the office in Central London with a daily rate of £610 per day Outside IR35. The successful candidate will need to already hold SC clearance and it will need to be transferred to the client.
Key Responsibilities
Product Leadership & Prioritisation
- Own and manage the product backlog, ensuring priorities align with business objectives and delivery capacity.
- Define, maintain and communicate the product vision, roadmap and strategic priorities.
- Translate stakeholder requirements into clear epics, features, user stories and acceptance criteria.
- Make informed prioritisation decisions based on value, risk, dependencies and technical considerations.
- Ensure delivery teams remain focused on achieving agreed outcomes and business objectives.
- Balance short-term delivery goals with long-term platform evolution.
Stakeholder Management
- Act as the primary interface between business stakeholders and technical delivery teams.
- Facilitate workshops, discovery sessions, backlog refinement activities and decision-making forums.
- Build consensus across stakeholders with competing priorities and requirements.
- Communicate roadmap progress, delivery status, risks and dependencies clearly and effectively.
- Manage stakeholder expectations and ensure business requirements are fully understood and prioritised appropriately.
- Drive engagement and collaboration across business and technical teams.
Essential Skills & Experience
To be successful in this role, you will have:
- Active SC Clearance.
- Demonstrable experience as a Product Manager, Product Owner or Technical Product Owner within complex cloud, digital or data-focused programmes.
- Proven experience owning and prioritising product backlogs within Agile delivery environments.
- Strong experience defining epics, features, user stories, acceptance criteria and delivery priorities.
- Experience working with multidisciplinary teams including architects, software engineers, platform engineers and data specialists.
- Strong understanding of cloud-native platforms and modern software delivery practices.
- Experience delivering data-centric platforms, integrations, analytics solutions or digital products.
- Ability to translate complex technical concepts into clear business outcomes.
- Excellent communication and stakeholder management skills, with experience engaging senior business and technical audiences.
- Proven experience balancing competing priorities and making value-driven prioritisation decisions.
- Strong knowledge of Agile delivery methodologies, including Scrum and Kanban.
