Ribble Recruitment is supporting a large London local authority in the recruitment of an Interim Head of Housing Technology to deliver a programme of technology-led transformation within Housing Services.
This is a senior interim leadership role, responsible for setting the strategic direction of Housing IT, governing a complex portfolio of systems and digital change, and leading a large multi-disciplinary technology team.
Key Details- Hours: 35 hours per week (09:00–17:00)
- Location: Woolwich, London (hybrid working as agreed)
Rates:
- PAYE: £480.17 per day
- Umbrella/Ltd: £604.05 per day
Reporting jointly to the Senior Assistant Director of Resources and the Director of Housing & Safer Communities, the Interim Head of Housing Technology will provide strategic leadership and operational oversight of Housing IT.
You will be responsible for delivering a technology roadmap, ensuring effective governance of system change, and embedding innovation to improve service delivery, compliance, and value for money across Housing Services.
Key Responsibilities Strategy & Transformation- Develop and deliver a forward-looking Housing Technology roadmap aligned to council priorities
- Identify opportunities for digital innovation, automation, and service improvement
- Translate housing business needs into clear, deliverable system strategies
- Oversee a portfolio of system projects, upgrades, and enhancements
- Provide senior oversight of systems including NEC Housing, DRS, Propeller, LMS, and mobile working solutions
- Act as senior escalation point for delivery risks, supplier performance, and programme issues
- Ensure compliance with governance frameworks, procurement processes, and reporting requirements
- Build strong relationships with senior stakeholders across Housing, Digital, and Corporate services
- Lead supplier and contract management with providers such as NEC, Civica, Advanced, ensuring value for money and performance
- Represent Housing IT at programme boards and cross-council governance forums
- Ensure delivery of a high-quality Housing IT support service
- Oversee data integrity, system security, audit trails, GDPR compliance, and disaster recovery arrangements
- Drive improvements in reporting and data intelligence using tools such as Power BI, SQL, and Crystal Reports
- Directly line manage up to 4 senior staff and provide indirect leadership to a team of approximately 21
- Promote a culture of accountability, innovation, and service excellence
- Lead performance management, workforce planning, recruitment, and succession planning
- Champion equality, diversity, and inclusion across the service
- Significant senior leadership experience within Housing IT or Housing Systems
- Proven track record delivering large-scale system change and digital transformation
- Strong experience managing core housing management systems (e.g. NEC Housing or equivalent)
- Experience leading multi-disciplinary teams within a complex public sector environment
- Strong programme governance, risk management, and stakeholder engagement skills
- Experience managing suppliers, contracts, and system performance
- Excellent communication skills with the ability to influence at senior and executive level
