Job summary

A vacancy has arisen within Royal Berkshire NHS Foundation Trust, Estates Department for a Trust Building Energy Management System Manager working across Royal Berkshire Trust Hospital & its satellite sites across Berkshire.

As directed by the Head of Estates the post holder will be responsible for the integrity of the Mechanical, Electrical, Building infrastructure and for providing specialist technical advice to the day-to-day management of the Trust's Building Energy Management System with regard to breakdowns, planned preventative maintenance and minor works projects whilst providing expert advice on all aspects of Estates Specialist Services.

To provide safe and efficient day to day operational management of the Trust's engineering systems. The role will require the post holder to participate in an on-call rota for the Estates Department, to undertake the organisation and supervision of any work necessary out of normal working hours, the following duties are included:

Attend site out of normal working hours as necessary and be prepared to be available within reason to work at short notice, out of normal working hours, in emergency situations.

Main duties of the job

Working with the Building Manager the M&E Manager will be the primary stakeholder liaison point for the estates directorate to implement the estates service.

The day-to-day work will vary and is likely to include - but will not be limited to -

  • Alongside the Building Manager act as "gateway" to assigned estates area (block estates management) to ensure all estates related activities adhere to Trust policy, procedure and code of practice.
  • Oversee the safe and timely implementation of routine, reactive and remedial maintenance activities
  • Oversee the safe and timely implementation minor works, projects and building shutdowns
  • Undertake risk management (DATIX) updates, Health and Safety and compliance inspections and reports
  • Audits and improvement actions implementation
  • Attend internal governance meetings, stakeholder meetings with clinical colleagues and the wider Trust
  • AP duties for HTM's, where qualified and appointed
  • Out-of-hours duty manager rota participation
  • Attend out-of-hours to support engineering activities - monthly generator tests, annual black building tests, water services shutdowns etc.

Job responsibilities

To have autonomous responsibility for providing an efficient and effective service.

Contribute to service development and delivery and business planning with the department managers and senior managers.

To take the lead responsibility for operation and management of the Building Energy Management systems associated with the Trusts premises Monitor, interpret and apply national and Royal Berkshire Hospital NHS Trust-based policies relevant to the department.

To lead on the interpretation of BEMS data and electrical and mechanical test results and the subsequent corrective actions. Analyse, investigate and resolve complex queries relating to the service.

Develop and prepare various management reports on Building Energy Management Systems and associated services, risk, performance as and when required.

Develop bespoke Building Energy Management Systems solutions for each site in the portfolio, Develop and implement energy optimization strategies. Maintain a good understanding of available new technologies and techniques relevant to the service.

Responsible for keeping accurate and complete records of all activities and ensure written communication is consistent with legislation, policies and procedures.

Responsible for the regularly reviewing the use of the highly complex Building Energy Management Systems to ensure that they continue to meet demand criteria and users expectation of the service, particularly where such services have a direct impact on clinical care or safety.

When assigned lead on the design and tender approved schemes in accordance with relevant legislation, guidance and procedures.

1. General Requirements

Develop and maintain emergency / contingency plans to maintain critical systems and minimize disruption to the normal operation of the hospital during power failure or other emergency situation. Provide Conflict Resolution training to NHS personnel through Power point presentation.

Understand the application of building services assets and how the building management system interacts with the major energy using equipment to identify opportunities to reduce energy and carbon use.

Support the implementation of identified energy saving opportunities.

Work with other Estates managers, Head of Engineering and Associate Director of Estates to ensure that Estates delegated budgets are not exceeded and opportunities are fully explored to reduce estates costs reduction measures and strategies.

Work with Estates managers and MEP provider to implement Backlog Maintenance Programme for the Building Energy Management Systems.

Work with the Head of Engineering and Associate Director of Estates to ensure the delivery of the trust sustainability programme to meet the target of net zero carbon in line with Trust policy.

Manage, operate and interrogate the Building Energy Management system. To provide reports on alarms, trend reporting and environmental control of buildings connected to the system.

To be the lead for using the Building Energy Management System. To provide information as needed to support projects and new builds.

To be responsible for the ongoing training and development of the member/s of staff within the posts areas of responsibility, ensuring they have the required skills and recognize their role in contributing to the directorate performance.

To assist Building Managers with internal communications within the Trust to advice on any works affecting or which may affect the operational service delivery.

To assist the Trust H&S Manager on the identification of statutory and NHS standards applicable to Estates function to ensure full compliance is achieved.

Assist in ensuring effective monitoring systems are in place to effectively demonstrate compliance with statutory inspection requirements for all critical aspects of the Estates and Facilities functions.

Person Specification

Qualifications

Essential
  • Recognised Higher National Certificate in engineering (electrical or mechanical), building services or equivalent qualification.
  • Commitment to Continuing Professional Development (CPD) beyond degree level
  • NEBOSH or IOSH qualification.
Desirable
  • Recognised Higher National Certificate in engineering building services or equivalent qualification.
  • BSc Honours Degree in building services engineering related qualification
  • Health & Safety Qualification, i.e. IOSHH/ CDM or member of the Risk & Quality Institute

Experience

Essential
  • Practical experience of working in an engineering/ estates maintenance management role.
  • Experience in either a maintenance or design related engineering discipline
  • Experience in setting up and maintaining Trend IQ networks and remote communications. Have a sound knowledge of Trend IQ 2,3 and 4 programming and commissioning.
  • Excellent understanding of building mechanical & electrical building services including HVAC and lighting control systems.
  • Strong knowledge of BEMS communications protocol such as BACnet and Modbus.
Desirable
  • Experience of developing and managing a complex engineering infrastructure within a healthcare/ manufacturing environment.
  • Experience of working for an NHS Trust or similar public sector body.
  • Experience in setting up and operation of IQVision \ Tridium N4. Production of PX pages and running programme points using BQL.

Knowledge

Essential
  • Practical experience of operating and managing building engineering and management systems
  • Good computer / keyboard skills including Word, Excel and specialist programmes, able to self-serve.
  • Presentation skills: oral and written communication skills and the ability to use presentation aids such as PowerPoint and Microsoft Teams.
  • Ability to work constructively with a wide range of professionals and staff at all levels of the organisation and external bodies.
  • Time management skills - ability to meet deadlines, prioritize and manage workload
  • Ability to work on own initiative, either alone or with a range of people, and to be an effective team member
  • Knowledge of relevant health and safety legislation and risk management, relating to engineering and the workplace
