Main duties of the job
Surrey and Borders is looking for someone who enjoys working in a fast-paced operational environment, has a proactive and solution-focused approach, and is willing to actively contribute to the day-to-day workload of the rostering service while providing effective leadership and support to the wider team.
Job Overview: The role is primarily focused on the operational management and support of the Trust's rostering service, with oversight of the Electronic Staff Record (ESR) function.
The postholder will lead and support the Trust's Rostering and ESR services, ensuring the delivery of a high-quality, responsive and customer-focused workforce systems service. They will provide operational leadership to the Rostering and ESR teams, with a primary focus on rostering operations, system utilisation and service improvement.
This is a hands-on management role requiring active involvement in the day-to-day operation of the rostering service. The postholder will work directly within HealthRoster / Optima to support the team, resolve complex queries, maintain system configuration, develop and maintain rostering structures, and support managers in achieving safe, effective and efficient staffing.
The postholder will ensure workforce systems are utilised effectively, promote best practice, maintain high standards of data quality and compliance, and support the delivery of workforce processes across the Trust.

Key Responsibilities:
Provide day-to-day leadership, support and coordination for the Rostering and ESR teams, ensuring a high-quality, responsive and customer-focused service.
Act as the Trusts operational lead for Allocate HealthRoster, ensuring the system is effectively maintained, developed and utilised.
Work directly within HealthRoster on a daily basis, undertaking system administration activities including the creation and maintenance of units, organisational structures, user access, templates and roster configuration.
Provide hands-on operational support to the rostering team, assisting with the resolution of complex queries, system issues and escalated requests from managers and staff.
Support managers and roster creators to develop effective rosters that meet service requirements, workforce policies and safe staffing standards.
Maintain oversight of ESR operations, ensuring compliance with statutory and organisational requirements.
Develop and maintain effective working relationships with operational managers, HR, payroll, finance and digital colleagues to support service delivery and continuous improvement.
Monitor service performance, identifying opportunities to improve system utilisation, roster quality, compliance and operational efficiency.
Produce, analyse and present workforce systems performance information, highlighting trends, risks and opportunities for improvement.
Support the development and implementation of workforce systems enhancements, upgrades and service improvement initiatives.
Deliver training, coaching and guidance to managers, roster creators and system users to promote best practice and maximise system benefits.
Develop and maintain local procedures, guidance documents and standard operating processes relating to rostering and workforce systems.
Undertake regular audits and compliance checks to ensure adherence to Trust policies, workforce standards and system governance requirements.
Support the implementation of workforce-related projects and contribute specialist rostering expertise to organisational change programmes.
Lead, motivate and develop staff through regular supervision, appraisal, training and personal development planning.
Act as a subject matter expert for rostering systems, providing specialist advice and guidance to stakeholders across the Trust.
Deputise for senior colleagues and undertake other duties commensurate with the grade and responsibilities of the post.
The postholder is expected to maintain an active operational role within the rostering function and will routinely undertake system administration and support activities alongside the rostering team. This is not a purely supervisory or managerial position; the role requires a visible, accessible and practical leader who actively contributes to the delivery of the service.

Person Specification
Qualifications
- Educated to degree level in a relevant subject (e.g. Computer Science, Data Analytics, Information Systems, or equivalent), or demonstrable equivalent experience.
- Evidence of continued professional development relevant to workforce systems, or digital technologies.
Experience
- Significant experience of working with workforce systems within the NHS or a similarly complex organisation, including practical experience of workforce rostering systems and associated processes
- Extensive experience of using and supporting Allocate HealthRoster is essential, together with a strong understanding of rostering principles, workforce planning, working time directive and safe staffing requirements.
- Experience of providing day-to-day operational support within a rostering environment, including the investigation and resolution of complex system and user queries, system configuration, maintenance of organisational structures, and supporting managers to maximise the effective use of rostering systems.
- Experience of leading, supervising or coordinating staff within a busy service environment, with the ability to motivate, develop and support teams to achieve service objectives and maintain high standards of customer service.
- Experience of building effective working relationships with a range of stakeholders, including operational managers, HR, payroll, finance and digital teams, to support service delivery and continuous improvement.
- Experience of analysing workforce data and producing reports to support operational decision-making, service improvement and performance monitoring.
- Knowledge and experience of Electronic Staff Record (ESR), ESR reporting, Registration Authority processes and workforce data quality management would be advantageous. Experience of delivering user training and supporting change initiatives would also be beneficial.
