The Data Sharing Lead is responsible for developing and overseeing our data sharing activities relating to requests received from external stakeholders but also those data sets we wish to publish proactively. The role covers everything from process, data and elements of technical oversight as well as engaging and collaborating with business colleagues, industry peers and external data stakeholders to inform and deliver our data sharing service in line with our regulatory mandates and industry projects.
The role will also support the Head of Info Management in the compliance activities required for Licence Condition 9.5 Data Best Practice Guidelines.

- Inform and deliver to our data sharing strategy and roadmap to ensure SGN is providing the data sharing services required by data consumers throughout GD3.
- Ensure robust processes are in place that align and evidence compliance with Data Best Practice Guidelines, GDPR and other regulatory mandates. This includes the cornerstone process of Data Triage and engaging Data Owners to determine the value and risks associated with sharing data assets.
- Work with business colleagues and data stakeholders to identify data assets to be shared under Open Data license on our Open Data Portal but also data assets shared under restricted licences.
- Ensure the SGN Open Data Portal is up to date, user-centric design and “look and feel” and will act as Product Owner for the platform in terms of ongoing development of products and services and for operational support requirements.
- Understand the data assets that SGN is obliged to provide but under restricted licenses e.g. to Data Sharing Infrastructure, NUAR, Scottish Improvement Service etc., to ensure the data is provided in the most efficient and secure way.
- Work closely with Data Governance and Compliance teams to ensure requirements are incorporated in to all data sharing solutions
- Engage and collaborate with industry peers – i.e. Gas Data Collaboration Group - to ensure current thinking and best practice is brought to the SGN service.
- Keep abreast of the evolving data sharing and provision landscape such that those data assets can be sourced, prepared and provisioned.
- Conduct external engagement surveys with our external data consumers to understand their perceptions of our data sharing service and future service requirements
- Engage with Analytics and Insight team to develop as many automated data pipelines for data sharing assets as is economically viable to introduce efficiencies to delivering data regularly, at pace and securely.
- Proactive engagement with Legal, Compliance and Security teams where data assets and inherent risks associated with sharing require additional scrutiny and input.
- Although not a purely technical role, will undertake certain technical processes in the publication of data sets and maintenance of the Open Data Portal
What you will need
- Degree or a higher-level qualification in a relevant discipline and/or the equivalent experience working in high performing data and IT functions in a regulatory environment.
- Credible exposure to working with data and/or data teams – understanding the fundamental data constructs around data governance and compliance.
- Excellent communicator - ability to influence at all levels in the organisation and can convey complex concepts by adopting appropriate style to suit the audience across different business and technical backgrounds
- Strong collaborator - experience of cross- functional working and building strong relationships across diverse stakeholder groups through sharing resources, skills, knowledge and ideas.
- Awareness in data management tools and data management disciplines of metadata management a distinct advantage but training will be provided
- Knowledge or experience of areas of data compliance: Digitalisation Licence Condition, GDPR is an advantage but training will be given
- Strong problem-solving skills with an inquiring mindset
- Passionate about data and its potential value so always looking for opportunities to develop and deliver data products and services.
